- REQUEST FOR INFORMATION NWWW0000-17-00106RFI LOOKING FOR VENDORS THAT MIGHT BE ABLE TO DO THIS TYPE OF WORK. THERE IS NO RELOCATION FUNDING. Tsunami Outreach and Education Technology Specialist Statement of Work Objective: The objective of this requisition is to obtain support non-personal services interdisciplines of work for Outreach and Education to the National Oceanic and Atmospheric Administration National Weather Station (NOAA/NWS) International Tsunami Information Center (ITIC). Scope of Work NOAA has primary responsibility for providing tsunami warnings to the Nation, and a leadership role in tsunami research, mitigation, and the International Tsunami Warning System. These efforts are critical to issuing understandable and actionable warnings to communities at risk that are prepared to respond. NOAA's Tsunami Program develops and maintains a wide variety of projects to ensure the viability and currency of this critical mission. Outreach and education to the public and Impact-based Decision Support Services (IDSS) to state and local government partners is critical for building a Weather Ready Nation. These pre-event efforts are essential program components, complementing warnings and forecasts, for saving lives when a dangerous tsunami occurs. The needs assistance to maintain existing services and develop new initiatives. Specific Tasks The Contractor shall provide personnel to perform the following tasks: 1. Support tsunami outreach in the Pacific, including Hawaii, American Samoa, Guam, and CNMI through the organization of and participation in preparedness and/or training activities. 2. Support the development of new and update of existing awareness products, including the creation of a Tsunami Warning cartoon booklet for American Samoa, creation of children's awareness materials, and cataloguing of tsunami event imagery collect from significant tsunami events, such as the 2004 Indian Ocean, 2009 Samoa, 2010 Chile, and 2011 Japan tsunamis. 3. Support the development of guidance and training for conducting school and community tsunami drills. 4. Assess, recommend, and implement multi-media and remote learning mechanisms for delivering outreach information, including through social media techniques such as Facebook, YouTube, mobile tools and applications. 5. Assess the effectiveness and impact of ITIC's training and outreach products and services; 6. Provide subject matter expertise and support ITIC activities and NOAA interests to customers, including foreign countries, domestic federal, state, and local agencies, non-governmental organizations and the public 7. Work collaboratively with ITIC international and domestic partners to execute activities; 8. Develop and maintain schedules, and building and presenting project progress reports; The Contractor will work under the supervision of the ITIC Director, and collaboratively with ITIC Staff, NOAA and other Federal Agencies, and external partners. Contractor domestic travel (2 for Hawaii, 2 for American Samoa) is required to perform tasks. All travel will require Government approval and authorization and notification. Microsoft Office document or as required ITIC Director Period of Performance: September 1, 2017 - August 31, 2018 Vendor Qualifications The Tsunami Outreach and Education Technology Specialist should have 1. Minimum of a Master's degree in physical sciences, preferably in geology, marine geophysics, seismology, or oceanography • Experience in tsunami mitigation or equivalent work experience. • Experience in creating products, tools, apps, publications, and/or services through various forms of digital media, especially for tsunamis • Considerable proven track record in conducting tsunami outreach and/or developing and deploying outreach and/or education materials and products. • Demonstrable knowledge in identifying outreach and education gaps, developing action plans through projects to fill the gaps, implementing those projects, and afterward, assessing the effectiveness of the action on the target audience • Working competency in a foreign language, particularly in Spanish, is desirable. Information Security in Acquisitions Products supplied for and produced by this contract is not privileged and the level of security required is low.
