- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the American Society of Civil Engineers (ASCE) to coordinate and administer the ASCE-LTPP International Data Analysis Contest. The ASCE-LTPP International Data Analysis Contest promotes use of the LTPP data through the LTPP InfoPave Web site. This activity is viewed as the future resource for pavement performance data. ASCE is a unique organization that allows direct access to students and university professors through their student chapters. ASCE is the leading representative body for civil engineers in the United States, ASCE is recognized globally for the significant contributions to the civil engineering profession. ASCE is the one organization with an extensive student membership in civil engineering and is an independent non-biased entity that can objectively organize and execute the services described in the procurement request. This is an ongoing activity that the ASCH has been doing for several years. ASCE has established through its Transportation and Development Institute (T&D/) a committee system in direct s u p port for the contest which will judge the contest pa pers. For these reasons, ASCE is the only known organization that has the resources and ability to successfully deliver the intended results. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $63,500. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
