DESCRIPTION OF SERVICES: Provide Management and Scrap Removal operations from the US Army Garrison Kwajalein Atoll (USAG-KA) scrap accumulation site including off island disposal and recycling. The solicitation is available for download on the Federal Business Opportunities webpage: www.fbo.gov. The solicitation will result in a single, one-time firm-fixed price contract. The contract will have a 250 Period of Performance. The contractor shall be responsible for obtaining all necessary licenses and permits to conduct these services in accordance with all national, international, local laws, ordinances and regulations that govern collection, transportation, processing, recycling, and disposal of scrap. There is no current Defense Base Act (DBA) waiver for the Compact of Free Association, therefore, U.S. citizens and foreign nationals will be required to obtain DBA insurance coverage. The Government does not provide the contractor with SOFA status under the resultant contract. A site visit is not scheduled for this project. Pictures that are representative of the type of materials, equipment and vehicles stored at the Kwajalein scrap accumulation areas will be provided in the solicitation. In lieu of a site visit, DLA Disposition Services will hold a pre-proposal teleconference from Joint Base Pearl Harbor-Hickam, Hawaii. Participation in the teleconference is encouraged, however not mandatory in order to submit a proposal.
