- The U.S. Army Corps of Engineers, St. Paul, Minnesota District has a requirement entitled: Conway Lake Habitat Rehabilitation and Enhancement Project (HREP). The work site is Mississippi River, Pool 9; River Miles 663-667 in Allamakee County, IA. Our intent is to issue an Invitation for Bids (IFB) in approximately July of 2017 for the award of one firm-fixed-price contract. Using USACE supplied plans and specifications, the contractor will accomplish the following summary Scope of Work: Work includes access, habitat, and scour hole dredging; construction of floodplain forest and berms using granular fill obtained from dredge stockpiles overlain by fines obtained from dredging; turf establishment and willow plantings on the floodplain forest and berms; and construction of rock features, including groins, rock tips, scour hole, and a closure structure. Construction of the project features would likely be accomplished using a combination of marine-plant and land-based equipment. The estimated magnitude of construction is between $5,000,000 and $10,000,000; the contract will require 100% performance and payment bonds. The North American Industry Classification System (NAICS) code for this project is 237990; Dredging and Surface Cleanup Activities with a size standard of $27.5M. This procurement is set-aside 100 percent for small business firms. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice.
