- Description
- The United States Air Force intends to issue solicitation FA5575-17-R-0004 to solicit proposals for a Firm-Fixed Price contract to Repair the Toddler Swimming Pool at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $25,000 and $100,000 U.S. Dollars. The period of performance for this project is estimated at 120 calendar days. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: •1.1 Demolition Works •a. Disconnection of water, electricity and sewer utilities. •b. Remove ceramic tile and special tiles covering the swimming pool basin, the coping and the surrounding deck. •c. Clear the cement mortar and adhesive layer from the pool basin to obtain a clean and dry surface of the concrete. •d. Remove sealant material from the expansion joints. •e. Demolish concrete floor slab below the pool deck pavement as required. •f. Demolish filtering, inlet and drainage lines as required. •g. Remove metal frame and cover frame of the valves manhole located at the pool deck. •h. Remove floor drains from the pool deck. •i. Selection, treatment, load of demolition waste and transport to authorized dump or treatment plant. •1.2 Architectural Works. •a. Apply repair mortar to the concrete surface and wall raise as needed. •b. Place concrete to convert the step located at the bottom of the pool into a slope to minimize fall hazards. •c. Place concrete for floor slab below the pool deck pavement as required. •d. Install filtering, inlet and drainage lines as required. •e. Provide pressure test of the lines affected by the works. •f. Install hygroexpansive sealant and elastomeric elastic strip in construction joints in contact with the water. •g. Install bonding grouting layer on basin bottom surface and pool deck surface. •h. Install a screed coat of high resistant mortar for floor slope and top wall leveling. •i. Apply fast dry time mortar for rendering the wall surfaces. •j. Apply two coats of highly elastic waterproof mortar to pool and deck surfaces. •k. Fix the ceramic tiles with adhesive for waterproofed surfaces on the swimming pool floor (non-skid) and walls as well as the special tiles on the top of the front walls. •l. Install caution and depth signs as indicated •m. Install non-skid tile and baseboard on swimming pool deck. •n. Cap part of the manhole and install new removable cover. •o. Fill the tile joints with acid resistant grouting material. •p. Fill the expansion joints with acid resistant elastic joint filler. •q. Repair and seal the holes where the water pipes pass through the concrete basin. •r. Install nozzles and grates at the end-of-pipes of the filtering system. •s. Install new drainage grille on the swimming pool deck. •1.3 Final cleaning of work areas. •1.4 Delivery of As-Built drawings.. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. GROUP SUBGROUP CATEGORY Group Subgroup Category C 1, 2, 4, 6, & 9 2 J 4 2 It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
