FEDBIZOPPS.GOV ANNOUNCEMENT: SUBJECT: Notice of intent to award a Sole Source SOLICITATION NUMBER: NB687060-17-04341 CONTACT POINTS: Michael Fredericks, Contracting Officer (303) 497-7763; DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Superconductive Electronics Group, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, “ Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements”, to Kurt J. Lesker Company. for an upgrade to a cleanroom sputtering system critical for the fabrication of Josephson Voltage Standards. The tool being upgraded is a Kurt J. Lesker Company CMS-18 magnetron sputtering system. The upgrade consists of a quartz crystal monitoring system with integrated shutter designed for motorized insertion and retraction on a UHV linear bellows. Technical Requirements The upgrade consists of a quartz crystal monitoring system with integrated shutter designed for motorized insertion and retraction on a UHV linear bellows. I. The System shall consist of the following components: 1. QCM MONITOR, 110/220VAC, HIGH RES, STD CHANNELS, 110 POWER CORD, RS232 CABLE, I/O CONNECTOR 2. 2.75” CF38 LINEAR MOTION BELLOWS, UHV, LESS THAN 23” TOTAL LENGTH, MOTOR DRIVEN, DIGITAL GAUGE, 350MM STROKE, BI-DIRECTIONAL MANUAL SPEED CONTROL, 0.01MM INCREMENT DIGITAL READINGS 3. CRYSTAL SENSOR, STANDARD (WATER LINES PARALLEL), STD SHUTTER, STD LENGTH (8−28 INCH), 2.75CF F/T WITH ULTRA TORR COMPRESSION FITTINGS, INCLUDES 30.75" IN−VACUUM CABLE 4. PNEUMATIC SHUTTER ACTUATOR CONTROL VALVE,24V AC/DC II. Requirements Quartz Crystal Monitoring System a. Operating pressure 0.5 – 50 mTorr b. Compatible with sputtering of niobium and silicon c. Water Cooling d. Ultra-High vacuum compatible e. Axial mounted on 2.75” CF flange f. Must be compatible with existing Kurt J. Lesker CMS-18 electronics, hardware, and software ***** Sole Source Justification is based on the following: ***** The crystal monitor systems upgrade being requested is from the same company that designed and delivered the deposition chamber. Therefore, Kurt J. Lesker is uniquely qualified to ensure that the upgrade will meet specifications and be compatible with the current system. Anything custom, or COTS will not have this level of prior knowledge or access to the design specifications for the exact application we are seeking. The North American Industry Classification System (NAICS) code for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to michael.fredericks@nist.gov. The government will consider responses received by 3:00PM, MDT, 21 July 2017. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored. All responses to this notice of intent must be submitted so that they are received at michael.fredericks@nist.gov no later than July 21, 2017 at 3:00 PM MDT.
