- THIS SOURCES SOUGHT ANNOUNCEMENT IS A MARKET SURVEY FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (8[a], HUBZONE, SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The purpose of this Sources Sought Notice is to determine the interest and capabilities of potential qualified firms relative to the North American Industry Classification Code (NAICS) 811219 - Other Electronic and Precision Equipment Repair and Maintenance. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Vendors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time, no solicitation exists, therefore, requests for a copy of a solicitation will not be permitted. Description: JB MDL is seeking interested sources for a possible contract purchase order to purchase a vendor capable of providing repair for the following: Fluke 9640A RF Reference Source, Serial Number 109660066 *w/ 9640A-50 Leveling Head, Serial Number 997858490 Unit power output is out of tolerance at 100 and 120 MHz frequencies. Initially, both frequencies were reading out of manufacturer's specifications at a powers level of -40 dBm. After running the base and head alignment, that level came in to tolerance, but the -20 dBm power level went out of specification. The contracted agency shall provide the following: 4.1 Full unit repair. 4.1.1 Service provider shall provide all technical materials to include schematics. 4.1.2 Service provider shall provide all personnel required to complete the SOW. 4.1.3 Service provider shall provide all facilities to complete SOW. 4.1.4 Service provider shall provide all tools to complete SOW. 4.1.5 Service provider shall pay for shipping all items back to the customer. 4.1.6 Service provider will provide warranty service for 90 days for all items repaired. 4.2 Calibration service to manufacturer's specifications. 4.3 Certificate of calibration meeting DI-QCIC-80798B standards. 4.3.1 Data Item Description DI-QCIC-80798B requires the calibration certificate to include (NOTES shown below are to assist the PMEL's interpretation and verification of the requirement): 9640A Statement of Work 2 of 2 a. Title, e.g. "Calibration Report" or "Calibration Certificate". b. Name and address of laboratory, and the location where the calibrations were carried out, if different from the address of the laboratory. c. Unique identification of the calibration report or certificate (e.g., the serial number), and on each page an identification in order to ensure that the page is recognized as a part of the calibration report or certificate, and a clear identification of the end of the calibration report or certificate. d. Name and address of customer. NOTE: A requirement for the name and address of customer may be waived with customer coordination/concurrence. e. Identification of the method used. NOTE: The calibration report or certificate may identify the method used in a manner similar to the following *examples: a calibration procedure number; an ASTM, IEC, or other standard specification; or a narrative description of the method used (i.e. compared with laboratory standard X at 10 points between 10% and 100% of full scale). f. A description of, the condition of, and unambiguous identification of the item(s) calibrated. g. Date of receipt of the calibration item(s) where this is critical to the validity and application of the results, and the date(s) of performance of the calibration. h. Reference to the sampling plan and procedures used by the laboratory or other bodies where these are relevant to the validity or application of the results. NOTE: The calibration report or certificate might not reference a sampling plan as sampling plans rarely apply to calibration; sampling plans normally are used in testing laboratories. i. The calibration results with, where appropriate, the units of measurement. NOTE: Units of measurement would be appropriate if needed by the User (calibration factors, correction factors, etc) to operate the TMDE. j. The name(s), function(s) and signature(s) or equivalent identification of person(s) authorizing the calibration report or certificate. k. Where relevant, a statement to the effect that the results relate only to the items calibrated. l. The conditions (e.g., environmental) under which the calibrations were made that have an influence on the measurement results. m. The uncertainty of measurement or a statement of compliance with an identified metrological specification or clauses thereof. NOTE: A calibration report or certificate 9640A Statement of Work 2 of 2 that contains a statement of compliance to original manufacturer's specifications (with any exceptions or limitations noted) may satisfy this requirement. n. Evidence that the measurements are traceable (to NIST). 4.4 Manufacture shall provide sufficient shipping materials to protect the item from damage during shipment to customer. Interested parties shall furnish the following minimum information: 1. Company name and address. 2. Company point of contact name, telephone number, and email address. 3. Company business size and status (i.e. Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Woman-Owned Small Business, etc.), the number of years in business. 4. If the company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number. 5. Capabilities/Qualifications: A short written response stating capacity to fulfill this requirement.
