Description
Justification and Approval Intent to Sole Source Award. Military Sealift Command (MSC), Norfolk, VA, intends to issue a Firm-Fixed-Price Indefinite­ Delivery Indefinite-Quantity (IDIQ) 6-month bridge contract to a single source under the authority of FAR 6.302-l(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 July 2017 to Science Applications International Corporation (SAIC). This notice of intent is not a request for proposals or quotes. A separate request for proposals will not be issued. The purpose of this contract is to continue Information Technology (IT) Ashore Operations Support Services that assist N6 in merging the physical, financial, contractual, and performance attributes of its IT investments to enable cost-efficient, timely business decisions and include, but are not limited to, assisting development, documenting, implementing and maintaining IT Governance processes relative to Datacenter Operations Support (Unclassified). SAIC is currently providing support for the MSC IT enterprise and has acquired specialized knowledge of infrastructure operations and maintenance of the MSC owned systems and applications (FMS, SPS, HRMS, LES Ashore, EDW and Sea Service Letter) located in the SPAWAR Datacenter. This support is critical to the operations, maintenance and vulnerability management of the MSC-owned system and maintaining the data flow to support the MSC mission. A continued investment in these contract services without a break in service reduces IT financial waste throughout MSC and directly supports the infrastructure sustainment for the MSC owned Business Systems. For the foregoing reasons, any gap in technical services provided under the contract in question would be directly and significantly adverse to the best interests of the Government. The proposed contract is a six month "bridge" following contract N32205-16-C-2014 and the performance period will be a six month firm period from 01 August 2017 to 31 January 2018. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $15 million. Prior to the expiration of this bridge contract, a follow-on competitive procurement is expected to be solicited and awarded.
