- Request for Proposals (RFP) No. SOL-440-17-000007, Responsible Trade and Growth Project Design Lead Writer, USAID/Vietnam Issuance Date: July 17, 2017 Questions Due: July 25, 2017 Closing Date: August 16, 2017 Closing Time: 4:00 p.m., Hanoi time Subject: Request for Proposals (RFP) No. SOL-440-17-000007, Responsible Trade and Growth Project Design Lead Writer, USAID/Vietnam The United States Agency for International Development (USAID) is seeking quotation for the services required in the attached Statement of Work (SOW). These services will provide support to USAID/Vietnam Office of Economic Growth and Governance (EG2) to develop a set of project design document for a new project in Vietnam. This potential Purchase Order (PO) will be for a firm fixed price - cost reimbursement hybrid type contract starting o/a September 4, 2017 to January 19, 2018. If you are interested in these services, please submit your proposal via email to Van Trinh Tuong at vantrinh@usaid.gov and myself at gwang@usaid.gov at your earliest convenience but no later than close of business (4:00 p.m., local Hanoi time) on August 16, 2017. This procurement will be conducted under full and open competition procedures, pursuant to Part 13 of the Federal Acquisition Regulation (FAR). Please refer to Sections 14 and 15 for information regarding proposal submissions. Offerors should take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible for ensuring proposals are received at USAID by the due date and time as specified on the cover page. Faxed proposals are not acceptable, nor will they be reviewed or evaluated. This RFP in no way obligates USAID to award a Contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals. This RFP can be viewed and downloaded from www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation.
