- MOTCO Road Paving Synopsis This requirement includes the possible re-paving of up to seven roads at MOTCO. The roads themselves are a fairly typical mix of light-duty and heavy-duty roads used by vehicles ranging from motorcycles to heavy construction equipment and heavy transport tractor-trailers. However, there are some unique features of the installation which will likely have an impact on the level of competition for this Single Award Task Order Contract (SATOC). The roadway network at MOTCO is in need of maintenance and reconstruction. MOTCO is divided into two areas, the Inland Area and the Tidal Area. The Inland Area is used for the administrative function, offices and security. The Tidal Area is the area where the mission of the facility occurs. The road network consists of a number of roadways several miles in length connecting the piers, holding pads, offices and buildings, transfer facilities, staging areas, railcar class yards, and barricaded railcar holding areas. The roads to be reconstructed include the following: • Anderson Road - Tertiary Road Classification, 22' wide pavement width, Length = 2200 LF • Port Chicago Highway West (PCH-West) - Primary Road Classification, 24' wide pavement width, Length = 5,100 LF • Port Chicago Highway East (PCH-East) - Primary Road Classification, 24' wide pavement width, Length = 9,375 LF • Christenbury Road - Primary Road Classification, 24' wide pavement width, Length = 5,400 LF • Rinquist Road - Primary Road Classification, 24' wide pavement width, Length = 2,700 LF • Johnson Road - Tertiary Road Classification, 24' wide pavement width, Length = 4155 LF Repairs are primarily full depth replacement other than work on Port Chicago Highway (PCH) which will be comprised of a mill and overlay pavement sections. Work will include signage, some replacement of chain link fencing and gates, and construction of underground empty duct banks for future electrical and communication utilities along one shoulder of a roadway or embedded within the road itself complete with manholes. All proposed roadway repair will occur within existing roadway widths and lengths (all shoulders and striping remain the same) with the exception of the rerouting and straightening of Rinquist Road. MOTCO would like to eventually replace existing deteriorating overhead utilities with underground utilities. This will improve safety as existing overhead lines or poles are subject to being hit by super stackers carrying shipping containers. This project will provide an underground duct bank to support future undergrounding of existing electrical, communications, and street lighting conductors as it would be most time and cost efficient to complete this work prior to repaving. Site demolition includes milling of existing asphalt concrete and excavation of existing aggregate base and subbase materials associated with each road. Non reusable site demolition waste shall be disposed of off post at a location approved by the Contracting Officer. There are no landfills at MOTCO. MOTCO is a UXO site and the Contractor will be required to follow all requirements as referenced in the MOTCO Explosive Safety Submission (ESS).
