Description
SYNOPSIS: The Air Force Special Operations Command is looking for sources sought for the lease of one (1) single engine AC-208 Caravan EX aircraft that meets all requirements in the attached Performance Work Statement (PWS) and contractor must be able to meet the requirements listed below (numbers 1-13). This is a Request for Information (RFI). This is not a request for proposals or request for quotes. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking classified, proprietary or competition sensitive information contained in their response. The government is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Aviation Foreign Internal Defense (See Draft Performance Work Statement (PWS). Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This Government has a requirement to provide CONUS training for Aviation Foreign Internal Defense (AvFID) Missions. United States Air Force (USAF) and United States Air Force Reserve (USAFR) training support is to be conducted on a single engine fixed wing AC-208 Caravan EX aircraft setup with an avionics, RF, hardpoints, and ISR capability that meets the Air Force Special Operations Command's (AFSOC) AvFID mission requirement. A current and qualified instructor will always operate as Pilot in Charge and be in command of the aircraft and mission. The awardee will be responsible for providing the aircraft, fuel/oils/lubricants, ground support equipment, unique support equipment, special tooling, hangar space, technical manuals, technical data sustainment, and logistics sustainment. Aircraft maintenance and inspections are required as part of this effort and shall be performed by qualified Airframe and Power plant (A&P) mechanics and qualified Federal Aviation Administration (FAA) inspectors. Aircraft flight crews are NOT part of this effort. Potential Sources must address, at a minimum, PWS requirements and the following list of government requirements for this award: 1. Contractor will provide one (1) AC-208 Aircraft for Training Missions; 2. Base aircraft must be C-208 EX with Garmin 1000 Global Positioning System; 3. Contractor provided training crew is not required; 4. Air Force will man and operate AC-208 EX without contractor aircrew onboard; 5. Aircraft Bed Down within 50 miles of Duke Air Field; 6. Aircraft must be available for first training mission within 15 days after contract award; 7. EO/IR Imaging System and Aft ISR console; 8. Aircraft will have two hardpoints per wing; 9. Roll up cargo door must have FAA STC and be certified for inflight operation; 10. Aircraft must have capability to digitally record EO/IR imaging, and provide for capability to easily remove or transfer/download data; 11. All aircraft maintenance records shall be made available for inspection by the Government prior to award; 12. Contractor will provide a compliance matrix for each identified aircraft requirement; 13. Contractor will provide an outline of the earliest possible delivery date for aircraft Interested parties must submit a capability statement for the purpose of determining if there are contractors that can perform the requirements denoted within the PWS. This sources sought is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. All responsible sources may respond by submitting a written narrative statement of capability to this notice by Friday (21 July 2017 at 1:00PM CST) to Lauren Sydnor AND Kurt Buchanan, Contracting Officer, at the email addresses listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 3 days of this notice.
