Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation W91SMC-17-Q-2029 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 Jan 2017, and Defense Acquisition Circular DPN 20161222, effective 22 Dec 2016. (iv) This RFQ is solicited as 100% Economically Disadvantaged Woman Owned Small Business (EDWOSB) set-aside. The NAICS code is 335921 with a small business size standard of 1,000 employees. (v) The Illinois Army National Guard is seeking the following service(s): CLIN 0001: Electrical Contractor shall provide: All labor, materials, tools, equipment, and services incidental to, furnishing and installing a wired voice/data system complete in place ready for operation in accordance with all applicable codes and to the satisfaction of the Illinois Army National Guard Telecommunications Specialist. Any item or items of material and/or equipment not shown on the drawings or specified, but required for satisfactory operation systems, shall be furnished and installed as though completely specified herein and shown on the drawings at no extra cost to the contract. (vi) Description of requirement: The intent of this project is the installation of the telecommunications CAT 6 cabling and conduct for Wireless Access Points for the Normal ARMORY Wi-Fi. Installation shall consist of pulling CAT 6 cabling and installation 33 new locations; with one (1), each data drops at designated locations provided during inspection of the facilities prior to bid. (vii) Period of Performance shall be no longer than 59 days from date of contract. Place of Performance is 1510 Millennium Blvd, Normal, IL 61761. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) Evaluation will be based on lowest price technically acceptable. A firm fixed price contract is anticipated. (x) The offeror must include a completed copy of the provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with a quote or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Any additional clauses cited in FAR 52.212-5 are listed in section xiii. (xiii) The following additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition: Site Visits: IAW FAR 52.247-1, two site visits for this solicitation will be available for attendance. Attendance at the site visits are optional. The same information will be covered at each visit.
