- RFQ This is T&M RFQ. TECHNICAL ASSISTANCE TO SUPPORT ENVIRONMENTAL DATA AS PART OF THE KOSOVO THRESHOLD PROGRAM The objective of this requirement is to provide expert skills to MCC for the due diligence technical services for the Kosovo Threshold Program. The Transparent and Accountable Governance Project will consist of three Main Activities: 1. The Public Access to Judicial Information Activity 2. Environmental Data Collection Activity (this RFQ is for this activity only) 3. Open Data Challenge Activity This solicitation is only for the Environmental Data collection activity 2. The objective of this project is to improve the analytical use of publically available judicial and environmental data by civil society and NGOs through data transparency activities. This may logically help address the lack of constructive engagement between civil society and the government on questions of government effectiveness, particularly in the judiciary and the Kosovo Environmental Protection Agency. The project aims to facilitate this engagement by providing transparency and data to ensure that information about the performance and ongoing reforms in the public sector are available to the public and can reinforce these efforts. Combining improved transparency with communication and outreach can also help build investor confidence and address excessively negative perception of Kosovo's business environment, which persists in the absence of information about a more accurate narrative. Under this activity, the Threshold Program will provide support to GoK institutions involved in environmental protection and health to improve their overall performance and specifically to effectively monitor and report on select environmental indicators to a variety of stakeholders, including the public. The activity would also strengthen the ability of civil society to interpret the data in order to engage more productively with the GoK on environmental and health issues.
