- Announcement for forthcoming Consortium Biomedical Research and Acquisition (CoBRA) The Department of Interior, Acquisition Services Directorate (AQD) is seeking on behalf of the US Air Force Medical Support Agency (AFMSA) to enter into an agreement with other organizations operating as a Not-for-Profit or corporation to organize and operate a consortium. The goal of this project is to afford the government the opportunity to collaborate with industry and nontraditional defense contractors to foster, facilitate and efficiently and effectively advance the existing intellectual property of the commercial entities (CE) representing the advanced technologies. This consortium will provide DoD with a platform to provide financial and other non-monetary support to aid and assist the CE in their endeavors to achieve transition to existing programs of record and/or commercialization. This includes specialized professional medical, biomedical, engineering, legal and regulatory subject matter expertise in the disciplines of research, technology development, engineering, technology assessment and demonstration efforts and access to DoD, Academic, Public and Commercial assets and capabilities A solicitation will be posted on FBO.gov approximately 45 days after this announcement. The anticipated period of performance for this requirement will be 10 years after award. The Government intends to award an Other Transaction Authority (OTA) vehicle using 10 U.S.C. 2371b. The Government intends to award a single OTA in the form of a consortium. The anticipated solicitation is to request a proposal to organize and operate a consortium of industrial, academic and other organizations operating as a Not-for-Profit (e.g. IRS 501(c)(3) or other suitable IRS designation therein) corporation, a stand-alone business with tax exempt status. Entity must be qualified to receive gifts or donations from other tax exempt entities and tax deductible gifts or donations from profit making institutions and individuals; and must be qualified as a Nontraditional Defense Contractor or small business. If you intend on forming a consortium, or are already an established consortium capable of responding to and propose on this effort, please provide the consortium name and point of contact email address to Matthew_shigley@ibc.doi.gov and charlotte_rose@ibc.doi.gov, within 45 days of this date.
