- This Special Notice is for planning purposes only, and not a Request for Prototype Proposals. A project award will not be awarded as a result of this Special Notice. The Government intends to announce a Request for Prototype Proposals (RPP19) for execution of a project award(s) in support of Ground Vehicle Systems research and development related to specified project requirements. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (formerly the Robotics Technology Consortium), and industry in general, advanced notification of Government intent. In July 2014, the Government entered into an Other Transaction Agreement with one (1) consortium, the National Advanced Mobility Consortium (NAMC), in support of Ground Vehicle Systems related Research and Development prototype projects. It is the intent of the Government to make project award(s) to member(s) of the NAMC as a result of member prototype proposals submitted via the Request for Prototype Proposals process. The Government anticipates the following project to be solicited via W15QKN-14-9-1002-RPP19: M113 Upgrade Program. The Government intends to identify potential sources capable of conducting integration of Research Development Test and Engineering (RDT&E) acquisition activities for the survivability/force protection and associated mobility and reliability upgrades to select M113 Family of Vehicles (FoVs) through the solicitation of proposals via RPP19. The Government anticipates awarding a FFP task assignment via the OTA to no more than three (3) NAMC members. This award would be for costs associated with Rodeo test events costs and implementation of improvements/upgrades, which will be determined as a result of the Rodeo test events, on three vehicles (2ea M113A3, 1ea M1068A3) in 10/20 standard as Government Furnished Property for prototype modification, delivery and execution of demonstration (Rodeo event) test. The Government anticipates evaluating test data collected during the Rodeo event and may decide to down select to one contractor that would perform the next phase of this program, which would be the production phase.
