Description
This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform provide asbestos and hazardous materials surveys at Building 302 and 303 at HAFB as defined in this Performance Work Statement, except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. *Preparation of Work Plans for Government Approval: The Contractor shall provide a Work Plan (WP) as well as a Health and Safety Plan (HASP) for government review. The WP shall include the Sampling and Analysis Plan (SAP). The SAP shall include an appendix describing the quality control system that the contractor shall use. The contractor shall specify the number of samples, method of collection, location of collection, and analysis required. All specialty AHERA personnel certifications shall be included in these plans. The number of copies of these documents that shall be submitted is listed in the Submittal Schedule. Any previously approved Base-wide Plans shall be used and referenced for this work. * Health and Safety Plan: Due to the nature of expected contaminants and the potential for serious incidents, special emphasis shall be placed upon the health and safety of on-site personnel and the nearby public during all aspects of the field investigation. The Contractor shall review all information provided and develop the necessary documents which contain the health and safety criteria, procedures, and practices sufficient to protect onsite personnel, the environment, and potential off-site receptors from chemical and physical hazards particular to this work and site conditions. The HASP shall include training, work practice, and medical monitoring requirements for the survey team in accordance with EM 385-1-1, OSHA standard 1926.1101 and AHERA, where applicable. *Hazardous Materials Survey: The Contractor shall inspect the site buildings for hazardous materials and asbestos using approved surveying, sampling, testing methods and procedures as outlined in the Work Plan. The contractor shall perform asbestos inspection and sampling shall meet EPA regulations 40 CFR 763 and 40 CFR 61.145 for asbestos inspection prior to demolition. The hazardous materials inspection shall include but is not limited to PCB and mercury containing products, lead based paint, lead containing building materials, radioactive sources, and any hazardous materials regulated under the Resource Conservation and Recovery Act (RCRA) 40 CFR Part 261 and Toxic Substance Control Act (TSCA) 40 CFR Part 761. The Contractor shall make every effort to minimize disruption to operations at the facility which includes the use of survey and sampling techniques that are minimally destructive. The inspection shall evaluate and record the type, quantity, and location of all hazardous materials and ACBM associated with the structure and estimate the level of effort required for abatement, removal, and disposal prior to demolition of the facility. The hazardous materials survey shall include, but is not limited to, a visual inspection for PCB and mercury containing products, lead based paint, lead containing building materials, radioactive sources, and any hazardous materials regulated under the Resource Conservation and Recovery Act (RCRA) 40 CFR Part 261 and Toxic Substance Control Act (TSCA) 40 CFR Part 761. The Contractor shall take samples when determined appropriate based on the inspector's best professional judgment. The asbestos survey shall consist of a visual inspection of building materials for suspect ACBM, the collection of necessary bulk asbestos samples for lab analysis by polarized light microscopy (PLM). Specific materials to be sampled and number of samples of each suspect material to be collected will be in accordance with AHERA and determined by the inspector based on visual inspection in order to determine the presence of asbestos. AHERA bulk sampling guidelines will be used as deemed practical. Asbestos inspection and sampling shall meet EPA regulations 40 CFR 763 and 40 CFR 61.145 for asbestos inspection prior to demolition. If necessary, wall/ceiling material samples shall be collected from both joint/nail head locations and from areas not at the joint/nail head areas in order to accurately characterize these areas. Sample locations to this effect should be included in the chain of custody form. If necessary, the Contractor shall access walls, ceilings, roofs, and crawlspaces in order to obtain samples or quantify ACBM and hazardous materials. The Contractor shall access walls and ceilings and sample in a manner that minimizes the disturbance to operations at the facility. When a bulk sample consists of one or more discrete layers or materials, each layer should be treated separately and the results reported by layer. Examples of multi-layered materials commonly encountered include, but are not limited to wall or ceiling texturing, floor tile/mastic, window glazing and exterior stucco. Exceptions to this rule are applicable when joint compound is used to cover the joints and nail holes in a wallboard system. In such cases the joint compound may be composited with the other layers for an average result. The Contractor has the option to "point count" samples containing less than 10% asbestos at Contractor expense as opposed to classifying it as ACBM. This determination shall be made by the inspector and/or laboratory analyst based on the reported type and quantity of ACBM. Whole samples or individual sample layers reported to contain "trace" or less than 1% ACBM by standard PLM analysis will be point counted as appropriate. If the point count analysis reveals that the material contains 1.00% ACM or less the material will be re-classified as non- ACM in accordance with National Emission Standards for Hazardous Air Pollutants (NESHAPS) criteria for regulated asbestos containing material (RACM). All sample locations shall be clearly noted on appropriate building drawings (Attachments 4 and 5). The inspector shall identify if materials found to contain asbestos are friable or non-friable. The ACBM and hazardous materials descriptions, locations and quantity determinations shall be clearly and easily identifiable so that they may be used to locate the various homogenous materials for abatement and removal. All sampled areas shall be effectively repaired to mitigate the release of asbestos fibers, and to return the surface to its pre-sampled condition to the extent feasible. The Contractor shall immediately notify the COR should a serious health, safety, or environmental hazard be identified at the project site. The Contractor shall photograph representative areas throughout the building. Photographs shall include, but are not limited to outside photos, general area photos, photos of homogeneous materials, and photos of actual sample locations. *Hazardous Materials Inspection Report: The Contractor shall prepare Asbestos Survey Reports for HAFB Building 302 and 303. The reports shall include, but is not limited to, the following information: •summary of the work performed; •description of the facility inspected; •list of regulations and standards applicable to work performed; •certifications of survey members and analytical laboratory; •methods used to select ACBM samples for subsequent laboratory analysis; •survey findings and recommendations; •laboratory results; •chain of custody; •type, condition, location, friability, and quantities of each ACBM type; •type, condition, location, friability, and quantities of each hazardous material type; •building exterior and interior photos showing ACBM and hazardous materials; •an estimate for the level of effort required to remove each type of ACBM and hazardous material in labor hours; •an estimate for the total level of effort require to remove asbestos and hazardous materials from the facility prior to demolition; •building layout or plans identifying sample locations, with room numbers and north arrow indicated; •recommendations for removal and disposal of asbestos and hazardous materials •Detailed drawings that include, but not limited to, sample locations, building materials and results shall be provided by the Contractor to be included in the Hazardous Materials Inspection Report. Pipe runs, homogeneous areas of ACBM, and hazardous material locations shall be shown clearly on drawings and be easily cross-referenced to the text. If access to ACBM or suspected materials cannot be obtained, the Contractor shall infer the quantities and level of effort require for abatement based on the provided information and the Contractor's best professional judgement. Completed chain of custody records shall be provided for samples submitted for laboratory analysis. Photographs showing sample location and general area shall be included for all positive, in-place ACBM and suspected hazardous materials. ACBM and hazardous material quantities shall be expressed in appropriate units of measurement and material types.
