- Presolicitation notice W9127S-17-R-0003: This solicitation will be advertised as an Unrestricted acquisition. The North American Industrial Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard is $36,500,000.00. The solicitation is anticipated to be for a firm-fixed price construction which consist of design, construction and incidentals related for new Station Board Panels 4R, and 5R with new breakers to separate the Essential AC breakers and DC breakers, new Station Board Panels 4F and 5F, along with the new instrumentation devices, new SCADA/Security Panel, new batteries and incidental related work. Work includes designing a new battery system for the SCADA/Security and Essential AC/DC system. Design a new layout of MG Room equipment, include relocating existing Inverters along with bypass switch from cable spreader room and incorporating existing DC Panel circuits into new Station Board DC Panel. Work includes designing a new inverter system to replace the old MG set and replacement of the Motor Distribution Center. Work includes demolition of existing station board panels 4R and 5R, with breakers, existing station board panels 4F and 5F, with instrumentation devices, existing motor generator set and concrete pad, existing Motor Generator Distribution Center, existing SCADA/Security Panel and existing DC Panel. Demolition includes abatement of asbestos containing materials such as panel wiring and panels with lead base paint. Site improvements includes adding an additional door to the MG Room entrance door to make a double door. Electrical power work requires coordination with plant personnel for incorporating and finalizing as built of existing wiring, providing temporary power to serve all essential AC and DC loads on panels being replaced and detailed demolition plan. This project will require a designer that is responsible during design and construction phases of this project and an Electrical Quality Control personnel. Engineer of Record shall attend one on-site construction meeting per month. Work also includes options to relocate existing inverters and bypass switch to the MG Room or replace with new equipment and mount in MG Room. The Magnitude of Construction is between $1,000,000.00 and $5,000,000.00. Solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15. Proposals will be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) method. The solicitation will be issued via the Federal Business Opportunities website (www.fbo.gov) on or about 3 August 2017. Notification of amendments shall be made via the www.fbo.gov website as well.
