- To evaluate SAMHSA’s Minority Serving Institutions (MSI) programs and publish the finding in a special of the Journal on the Health Care of the Poor and Underserve that highlights the work of SAMHSA grantees in this area. Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf Substance Abuse and Mental Health (SAMHSA), intends to sole source to: Meharry Medical College 1005 Dr D.B. Todd Jr Blvd Nashville, TN, 37208-3501 (615)327-6767 lbneal@mmc.edu Meharry Medical College is the only college that has developed a special journal that addresses the health care needs of the poor and underserves population. This journal highlights the health issues among young adults is decreasing the general well-being of local communities' wherein much more discussion is needed related to the intersection of substance use, sexually transmitted diseases (STD's) and vulnerable populations. The journal also explores innovative research, services, and programs that address youth ages 18-24 with a specific focus on disparities impacting racial and ethnic minorities, substance use, STD's and public health. The purpose of this purchase order is to evaluate SAMHSA's Minority Serving Institutions (MSI) programs and publish the finding in a special of the Journal on the Health Care of the Poor and Underserve that highlights the work of SAMHSA grantees in this area. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference SAM201208. All responses are due by August 07, 2017, 11:00 AM EST and can be sent to Azeb Mengistu at azeb.mengistu@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
