JOFOC THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD: The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Wildlife Services (WS) located in Urbana, IL intends to negotiate a sole source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: 20 Goose Transmitters. The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41 U.S.C. 253(c)(1) FAR 6.302-1 to Cellular Tracking Technologies LLC DBA Mobile Tracking Technologies for Goose Transmitters. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Transmitters from Cellular Tracking Technologies were purchased last year for this ongoing research project. These identical transmitters must be purchased this time (20 Units) to maintain scientific integrity related to data produced from transmitters between years. This company (Cellular Tracking Technologies) is currently the only manufacturer that makes a GSM solar powered GPS-capable unit with greater than 3 year of battery life, with GPS-accuracy of location and the ability to capture and store location information multiple times per day, allows data transfer via the GSM system, allows for remote changes of the duty cycles, designed to be attached to a neck collar, and has an internal antenna to minimize negative impact on the goose and reduces transmitter failures. Internet, phone, email, and professional peer searches found no other manufacturers that can produce solar powered GSM telemetry units with GPS capability and battery life of greater than 3 years with an internal antenna. The current order is for 20 each. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
