- SOLE SOURCE JUSTIFICATION PERFORMANCE WORK STATEMENT Louisiana National Guard CERFP CERFP Basic Search & Extraction Course Short Title: BS&E Course Background: Members of the Louisiana CERFP Search & Rescue Element are required to conduct Basic Search & Extraction (BS&E) training in order to meet the standards set forth by the CERFP Individual Training Requirements Matrix contained within the 2016 National Guard Bureau CERFP Yearly Planning Guidance. In support of this objective, the Louisiana National Guard CERFP wishes to contract the services of the LSU Fire and Emergency Training Institute (LSU FETI) in order to provide a five-day, 50 hour BS&E course for up to 30 participants. Training Objectives Requirement: The training must include Level 1 Confined space Rescue, Level 1 Rope Rescue, and Level 1 Collapsed Structure Rescue. It must also include lecture, skills training, and scenario based exercises. The class must also cover federal and state regulations, use of specialized equipment for atmospheric monitoring, commercial entry and retrieval systems, and employment of rescuer constructed retrieval systems. In addition, the training must include principles of construction, load patterns, collapse patterns, hazard identification, principles of concrete, and awareness of weapons of mass destruction. Special emphasis must be given to rescuer safety, scene management, patient care and movement, and construction and operation of retrieval systems. The course instruction should adhere to standards set forth by NFPA 1006; 1670; 1500; 1983, and OSHA 29 CFR 1910.146 and 29 CFR 1910.134. Each participant who satisfactorily completes the training should receive an official course completion certificate from "LSU Fire & Emergency Training Institute". Copies of all certificates must be forwarded to the Contracting Officer's Representative within seven business of completion of the course. Timeline Requirement: The course schedule must follow or closely resemble the following timeline: DAY 1 0800 - 1200 Rope/Confined Space Rescue Lecture 1200 - 1300 Lunch 1300 - 1800 Rope Rigging (Knots, Anchoring, etc.) Belay Systems Fixed Rope (Rappelling) DAY 2 0700 - 1200 Rope Systems (Lowering, Fixed, Belay) Ascend/Descend Patient Packaging (Stokes, Hasty Harness, SKED) 1300 - 1800 Confined Space Entry (Retrieval Systems, Tripod, etc.) DAY 3 0700 - 1200 Structural Collapse Lecture 1200 - 1300 Lunch 1300 - 1800 Tool familiarization T Spot Shores Windows and Doors DAY 4 0700 - 1200 Cribbing/Lifting/Moving Two Post Vertical Shores O Course (incorporates lifting, moving, etc.) Two Teams 1200 - 1300 Lunch 1300 - 1800 Split Sole Raker Confined Search in Structural w/ patient packaging Breaching and Breaking Stitch Drilling Stanley Unit (Dirty and Clean) Metal Cutting DAY 5 0700 - 1200 Scenario for Rope Rescue Scenario for Confined Space Rescue 1200 - 1300 Lunch 1300 - 1800 Scenario for Structural Collapse Include Confined Space /Breaching and Breaking, Lifting and moving, Shoring, Patient Packaging, and other support roles Equipment Check in Course Evaluation/Test/Certificates Contracting Officer's Representative (COR): CPT Jake Witte, jacob.l.witte.mil@mail.mil, (225) 603-7985, is the Contracting Officer's Representative (COR) for inspection and acceptance of deliverables under this task order. The COR is authorized to represent the contracting officer in inspection of the course curriculum and conduct of the training. However, the COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition. Period of Performance: Ongoing with first course being conducted 24-28 July 2017. Place of Performance: LSU FETI main campus, Baton Rouge, Louisiana Government Property and Furnished Information (GFI): None. Contractor Manpower Reporting Application (CMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
