Sole Source Justification Draft Solicitation Special Notice M0068117T0020 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE/PRESOLICITATION NOTICE In accordance with FAR 5.204, Marine Corps Installations West Regional Contracting Office (MCIWEST RCO) hereby publicizes the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis on or about 10 August 2017 to PLEXSYS. Task Orders shall be issued in accordance with the solicitation. Per reference FAR 13.106-1(b)(2) and FAR 13.501, the contracting officer has determined that only one capable source is available. The prospective contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary to provide Advanced Simulation Combat Operations Trainer (ASCOT) system maintenance and technical support services for Marine Aviation Weapons and Tactics Squadron One (MAWTS-1), Yuma AZ. In accordance with FAR 13.501(a)(iii), the justification to sole source is attached. PLEXSYS is the original equipment manufacturer (OEM) of the ASCOT simulation system and is the only known source for the components and data required for maintenance and/or software upgrades. As the OEM of the ASCOT system, PLEXSYS has established rights, limited rights in data, patent rights, and copyrights/secret processes that preclude any other source being able to perform this work. The North American Industry Classification System (NAICS) code selected is 541511, Custom Computer Programming Services, Size Standard $27.5. This U.S. industry comprises establishments primarily engaged in writing, modifying, testing, and supporting software to meet the needs of a particular customer. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quote which shall be considered by the agency, if received by 3PM PST on July 21, 2017.
