Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is understood that any pricing provided is not binding but may be used for planning purposes. 1.0 Description B3 Solutions LLC, in support of the Department of State (DoS), Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), is seeking information supporting a potential storage requirement for aircraft located in a hangar at the Orlando Sanford International Airport (KSFB), Sanford, FL. 2.0 Background DoS INL/A requires a solution to properly preserve aircraft in order to minimize their deterioration while in storage and facilitate an efficient, low risk return to service when needed. Most aircraft currently in storage at the Sanford hangar have been there longer than 365 days with no maintenance performed. The hangar used for storage has been closed to protect the aircraft from the elements, but is not environmentally controlled. 3.0 Requirements 3.1 General • Preserve and Depreserve aircraft and components in accordance with TM 1-1500-204-23-1 for Intermediate Storage (see attachment) • Preservation/Depreservation to occur at the Sanford hangar • Warranty: Vendors should provide standard warranty information options available • To gain a standard starting point, for purposes of the RFI, assume all aircraft are in a flyable condition 3.2 Aircraft Types • B-1900 • S-61T • UH-1H II • UH-1 ST • CH-46 • MD-530 4.0 Responses 4.1 Interested parties are requested to respond to this RFI via email NLT August 4, 2017, 7:00am EST to jforero@b3solutions.com. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become US Government property and will not be returned. 4.2 Your response must provide the data requested below. 4.2.1 Name, mailing address, phone number and e-mail of designated point of contact. 4.2.2 Please address the following questions: i. What do you offer that meets the requirements above? ii. What technical specifications will be followed to meet each aircraft preservation and depreservation requirement? iii. What is your experience in preservation/depreservation of aircraft and components? iv. Time (man-hours) required to preserve each aircraft type and associated components? v. ROMs should include per unit cost for initial preservation per aircraft vi. ROMs should include per unit cost for depreservation and preservation cycle vii.
