- Version - July 2015 SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION The Missouri Air National Guard, 139th Mission Support Group Contracting Office located in St. Joseph, Missouri is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide a certified technician who can travel to our site and complete a preventive maintenance and inspection visit for 2ea MGE Galaxy 3500 30K UPSs. At a minimum, the contractor will perform the following: 1) Visual Inspection 2) Environmental Inspection 3) Mechanic/Electrical Inspection 4) Functional Verification 5) Implement all updates as required 6) Provide documentation resulting from the above inspections. 7) Make recommendation to mitigate issues identified as the result of the inspection. The contractor is required to provide 7X24 remote technical support, with a 4 hour on-site response time by a certified technician if the problem cannot be resolved remotely and deemed necessary by the Government. The 4 hour response time must be available 7X24X365. At a minimum, the contractor will form the following when required on-site for remediation. 1) Check UPS and/or PDU Status 2) Check all alarms 3) Diagnose Problem 4) Repair the Problem 5) Perform Function test after repair 6) Provide a detailed written report describing the nature of the problem and the corrective action taken. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIREDCAPABILITIES Qualification. The interested businesses must be qualified and demonstrate compliance to service the MGE Galaxy 3500 30K UPSs. Proof of qualifications should be addressed in the response. ELIGIBILITY The applicable NAICS code for this requirement is 811213 with a Small Business Size Standard of $11.0 Million. The Product Service Code (PSC) is D320. SUBMISSION DETAILS Interested businesses should submit a document demonstrating ability to provide the products/systems listed in this Technical Description. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, MSgt Cami R. Glasgow in either Microsoft Word or Portable Document Format (PDF), via email cami.r.glasgow.mil@mail.mil no later than 12:00 p.m. CDT on 03 August 2017 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. (NOTE: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.) All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
