- Description
- The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to issue Request for Proposals (RFP) N0018917RZ095 for non-personal, non-commercial Technical, Clerical, and Administrative Support Services. The services are required across a variety of Joint Staff mission areas to meet existing and emerging requirements, including program administration support, financial management support, and technical support. Performance locations are Joint Staff supported offices in Suffolk, Virginia; Norfolk, Virginia; Fort Eustis, Virginia; Fort Bragg, North Carolina; and the Washington, DC area. Performance requires contractor travel. Performance requires a Secret or Top Secret security clearance. Performance starts 01 January 2018, or date of award, whichever is later, and includes a five-year ordering period. The anticipated contract type is indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, with provisions for firm-fixed-priced task orders. The North American Industry Classification System Code is 561110, and the Small Business size standard is $7.5M. The proposed contract is 100% set-aside for small business concerns in the U.S. Small Business Administration 8(a) Business Development Program. Offers from other than 8(a) concerns will not be considered. Offerors must be registered in the System for Award Management database at http://www.sam.gov/ to be considered for award. The RFP will be posted in mid-August 2017 at the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy and the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov. The Government intends to award contracts resulting from the RFP to the eligible, responsible offerors whose proposal represents the best value after evaluation in accordance with the factors in the RFP. The evaluation of proposals will consider the offerors ™ non-price proposal more important than the offerors ™ cost/price proposal. The non-price factors for award are performance approach, management approach, and past performance. This action is a follow-on requirement to incumbent contract N0018914DZ043, set to expire 31 December 2017 with North Wind Solutions, CAGE Code 69F29.
