- Reps & Certs Price Sheet Attachment 2 Contractor Release Form Attachment 1 Nondisclosure_Agreement Solicitation The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) is issuing the attached solicitation to fulfill a position for an Workforce Development & Performance Specialist PSC in their Washington DC office. The Government intends on awarding a firm-fixed priced personal service contract (PSC) to an individual for a base period of 12-months and two 12-month option periods to fulfill this requirement pursuant to FAR Part 37.104(b) and 22 USC 290h-4(a)(5) Powers of the Foundation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR Clause 52.212-5 --Contract Terms & Conditions required to implement statutes or executive orders -- commercial items, applications instructions, and evaluation of applications applies to this acquisition. Please see attachment labeled "RFQ-ADF-OTP-17-0003 " for complete details. Questions Questions received on or before 10:00 am, EST, July 25, 2017 at purchasing@fiscal.treasury.gov, with the subject line of "Questions for RFQ-ADF-OTP-17-0003 Attn: JNYQUIST/TAYERS" will be answered as amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with USADF personnel about this procurement action. Quotes Quotes shall be e-mailed to purchasing@fiscal.treasury.gov, with the subject line "Quotes for RFP-ADF-OTP-17-0003, attention JNYQUIST/TAYERS" and received on or before 10:00 am E.T., August 2, 2017. Late or incomplete proposals will not be considered.
