Description
Department of Veterans Affairs North Bend, Oregon Veterans Center Sources Sought Notice The Department of Veteran Affairs (VA) seeks to lease the following space: Space Type: Community Based Outpatient Clinic (CBOC) Rentable Square Footage: Min-12263 / Max- 15329 Lease Term: 15 Years / Firm Term: 10 Years Soft Term: 5 Year Estimated Occupancy: 02/25/2019 Delineated Area: North Boundaries: Intersection of Highway 101 and Chapell Parkway South Boundaries: Intersection of Highway 101 and Newport Lane East Boundaries: The Eastern side of Highway 101 West Boundaries: Coos Bay/North Bend City Limits ADDITIONAL BUILDING REQUIREMENTS: The offered space: The building must meet or be able to economically meet the seismic requirements for High Risk buildings in Very High Seismic activity area as defined in American Department of Veterans Affairs Handbook H-08-18 references to American Society of Civil Engineers 7 Section 1.5. Offers of existing buildings will be evaluated according to the procedures in ASCE 31-02 for the Immediate Occupancy Performance Level. Shall be contiguous and built to VA specifications Shall be zoned for the intended use Shall be a full service lease (shall include janitorial and utilities) Shall not be in the 100 year flood plain. Shall not be a sublease The offered building must include a minimum of 60 parking spaces (including 3 handicap accessible spaces in accordance with Americans with Disabilities Act requirements) The offered facility should be on a public bus transportation route and located no further than 440 feet from a public bus transportation stop. Convenient access to public transportation is a plus. The VA prefers properties, including sidewalks and parking lots that are level with the main building entrance for patient access. SUBMISSION REQUIREMENTS: All interested parties shall respond to this announcement no later than July 31, 2017- 4PM PST and shall include the following (at minimum) in their email or correspondence: Building name and address and date of availability Rental rate, specifying services and operating costs included As built floor plans of offered space Contact information of authorized representative Written acknowledgement and permission to represent the property (for Brokers or legal representatives) Electronic or hard copy information shall be sent to: Department of Veteran Affairs Attn: Mark A. Wall Street Spokane, WA 99208 Subject: Spokane Homeless Veteran Center Mark.Mitchell4@va.gov SUBMISSION NOTES: Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government is limited by law (41 C.F.R. 102-73.55) to pay no more than the appraised fair rental value for space. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ANNOUNCEMENT AND THE VA WILL NOT REIMBURSE ANY COSTS ASSOCIATED WITH RESPONSES TO THIS ANNOUNCEMENT.
