Description
DEPARTMENT OF THE NAVY LOCAL POPULATION ID CARD BASE ACCESS PASS REGISTRATION CLIN STRUCTURE EXAMPLES Amendment 0001: This amendment is being issued to further the Government's Market Research and request information. The RFI itself is being extended to 25 August 2017. Additional submissions will be accepted. SECTION 5 is amended to add the following questions: What are the perceived difficulties and challenges with each example CLIN structure in Attachment 2, while considering a Multiple Award Contracts set-up? What other contract types would be effective to include all potential industry partners? What mechanisms would you recommend for collaboration, identifying best solutions, and for awarding to them? Is it possible to fund outcomes vice transactions? What would the CLIN structure look like for this? What are the quantities and units of issue? How would outcomes be funded? Section 8 is hereby added for INDIVIDUAL SESSIONS WITH INDUSTRY: To support the Government's Market Research, interested parties may submit requests for a technical and contractual face-to-face meeting or a teleconference with NSWC Crane Contracting and the Requiring Technical Activity regarding this RFI and the questions contain in this Amendment. Sessions of either type will be initially schedule during the time periods of 8-11 August 2017 and 21-25 August 2017. Morning (AM) or afternoon (PM) sessions may be requested. It is expected that each session will not exceed three hours. A maximum of five company representatives are allowed to attend face-to-face meeting sessions at NSWC Crane Division, Crane, Indiana. There is no personnel limitation on teleconferences. Sessions will be interactive, and the questions contained in Section 5 of the RFI will be the main talking points. If prior written responses were submitted, the Government may ask questions to gain clarity in the written responses during these sessions. In order to attend, requests for a session at NSWC Crane shall include: Base Access Pass Registration (RFI Attachment 3) for each attendee and one preferred date (within the timeframes noted above) with AM or PM time specified, along with two (2) alternate dates and times. The completed forms shall be provided to Michelle Amos no later than 28 July 2017 at 16:00 EST at michelle.amos@navy.mil. Forms shall be submitted either via encrypted email or uploaded to AMRDEC Safe Access File Exchange at https://safe.amrdec.army.mil/safe/Welcome.aspx. Forms shall be completed with assumption of being granted first date preference. Within 48 hours of request, requestors will receive timeslot confirmation or be notified that one of their alternate times was selected instead. Admittance to NSWC Crane is contingent upon the forms being approved and base access being authorized. Contactors will be notified if any requests are denied. Additional base access information will be provided to the attending contractors. Requests for a teleconference session shall include: company name; names of participants; phone number for NSWC Crane to call; and one preferred date (within the timeframes noted above) with AM or PM time specified, along with two (2) alternate dates and times. Requests for teleconference must be received by Michelle Amos no later than 28 July 2017 at 16:00 EST at michelle.amos@navy.mil. Within 48 hours of request, requestors will receive timeslot confirmation or be notified that one of their alternate times was selected instead. Session timeslots will be assigned in order of requests received. Either session type will be at no cost to the Government and shall not be charged to any existing contract. All information discussed shall be unclassified. Closing Date: 25 August 2017 - 16:00 EST (EDT)
