- Funding is not presently available for this acquisition. This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Natural Resources Conservation Service (NRCS), Contracting Services Branch on behalf of the NRCS Alaska State Office, is interested in awarding one (1) Firm Fixed Price Contract for Remediation of the Delta-Clearwater project. The proposed work is located approximately 2 miles south of the Alaska Highway at Milepost 1408 which is approximately 14 miles east of Delta Junction. This job consists of re-grading the Delta-Clearwater project site to near pre-project (1998) conditions and stabilizing the disturbed area with woody debris and planting of live woody materials. The work involves placement of approximately 400,000 cubic yards of earthfill, 90 acres of topsoiling, 110 acres of woody debris placement and hydroseeding, 3000 cubic yards of riprap stabilization, and 55 acres of tree and shrub planting and live staking. Topsoil and woody debris materials must be located by the contractor and are not available on-site. The topsoiling material will provide an excellent medium and seed source for plants to re-inhabit the site. On the surface a random placement of "woody debris" will cover the entire project site. The purpose of the woody debris is to create microclimates conducive to plant growth and to help break up minor flow concentrations that may develop. GPS machine control will be required on the compaction equipment and any equipment involved in final grading and all topsoiling work. The estimated order of magnitude for the project is $5,000,000.00 to $10,000,000.00. The period of performance is will be approximately 4-5 months. An Award for the Contract is anticipated for September 2017 with a Notice to Proceed issued after March 15, 2018 due to environmental conditions. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $36.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details about your fleet of equipment, details of similar projects, completion dates, references and contract amount.
