- Attachment 3: Wage Determination Attachment 2: Performance Work Statement (PWS) Attachment 1: Schedule and Clauses Combined_Synopsis_Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, dated Jan 19, 2017 The requirement is for a 100% Woman-Owned-Small-Businesses (WOSB) set-aside under NAICS code 541519, Other Computer Related Services. The size standard for this NAICS codes is $27.5M. Description: The US Army Corps of Engineer (USACE) requires professional services for the Institute for Water Resources (IWRs) Enterprise Management Tool (EMT). This includes services of system maintenance, data file updates and functionality development for the current EMT which includes two components, a Project Management Tool, and a Dashboard. The current Project Management tool has been operational since 2009 and the Dashboard since 2015. The operational EMT resides within the Corps network (Corpnet) and is under a Corps system called P2. The EMT is a tool for project, program, and enterprise management. It is a repository of data, which is used to generate project, program, and enterprise management. This requirement will be awarded as a Firm-Fixed-Priced (FFP) contact with a 12-month base year and two (2) 12-month option years.
