Description

NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intends to negotiate and award on a sole source basis to EDGE TECH Marine. The Government has a need to procure Underwater Full Spectrum Chirp Processor for ASL side scan sonar system in support of COMSUBPAC DET Arctic Submarine Laboratory (ASL). This requirement is for non-commercial items prepared using Simplified Acquisition Procedures under the FAR 13.302-1, as supplemented with the additional information included in this notice. EDGE TECH Marine is the sole provider of Underwater Full Spectrum Chirp Processor with Sonar Electronics. This equipment is on ASLs NAVSEA Approved TempAit packages, tested on other submarine platforms, and cannot be substituted with other existing equipment. The use of EdgeTechs Side Scan Sonar instrumentation is specifically required for use as listed on ASLs NAVSEA-approved Drawings 8468446, 8468447, and 8468471. As a result, EdgeTechs Side Scan Sonar instrumentation is the only system able to meet ASLs technical requirements for compatibility with existing TempAit systems. Edge Tech is the proprietary company for the Side Scan Sonar equipment and operational program. The Small Business Office concurs with the set-aside decision. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Destination applies. Lead time is 90 Days. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM PST, 26 July 2017 via email to Angelina.pinahardin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
