Description
SSJ document NOTICE OF INTENT TO SOLE SOURCE: Center for Disease Control and Prevention (CDC), The National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), plans to procure on a sole source basis one firm fixed price purchase order to Sigma Aldrich, Saint Louis, MO 63103, for 115 each, MIP SPE Plates and associated equipment in order to satisfy the Agency's requirement. This acquisition will be processed under Federal Acquisition Regulation (FAR) Subpart 12, Acquisition for Commercial Items and will be made in accordance with simplified acquisition procedures as stated in FAR part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 1,000. Delivery shall be within sixty (60) days after award. Product Description: PK1 SupeIMIP NNAL SPE 96-Well Plate Quantity: 115 each Part Number: 53255-U To the best of our knowledge, the MIP SPE Plates are required in the method for TSNA analysis. It is a custom made product by Sigma Aldrich. MIP stands for molecular imprinted polymer. MIP columns are customized to be used to extract tobacco-specific nitrosamines (TSNAs) based on the polymers made to have TSNA 3-D configurations. A sole source acquisition is justified because Sigma Aldrich is the only source that will meet the Agency's technical requirement. There are no other suppliers that will satisfy this requirement. CDC intends to negotiate this requirement with Sigma Aldrich under the authority of FAR 13.106-1(b) (1), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Sigma Aldrich is the only source available to provide these services needed for the continuation of the CDC Division of Laboratory Sciences. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by August 3, 2017, at 10AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov with the reference number 2017-Q-67171 in the subject line. No telephone calls will be accepted.
