- Request for Information Critical Transport July 19, 2017 DESCRIPTION 1.1 The Department of Commerce (DOC), Bureau of Industry and Security (BIS) is seeking information on transport companies with the capability of short notice, non-stop delivery of Sampling and Analysis equipment for Inspections under the Chemical Weapons Convention (CWC). 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI all costs associated with responding to this RFI will be solely at the interested party's expense. BACKGROUND 2.1 Mission The Department of Commerce (DOC), Bureau of Industry and Security (BIS) mission is to advance U.S. national security, foreign policy and economic objective by ensuring an effective export control and treaty compliance system and promoting continued U.S. strategic technology leadership. Additional information about BIS and its programs can be found at www.bis.doc.gov. 2.2 Chemical Weapons Convention (CWC) BIS administers the industry compliance program for the Chemical Weapons Convention (CWC), an international treaty that bans the development, production, stockpiling, and use of chemical weapons among its signatories and provides for an extensive verification regime to ensure adherence to its terms. BIS also actively engages other CWC State Parties and the Technical Secretariat of the Organization for the Prohibition of Chemical Weapons (OPCW) to ensure that the provisions of the CWC are being implemented in a rigorous, analytically sound and equitable manner among all State Parties. OBJECTIVES 3.1 From Washington, DC to anywhere in the United States 3.2 Direct, Non-Stop 3.3 Single use truck 3.4 Diplomatic Cargo REQUIREMENTS 4.1 Transport OPCW equipment and supplies must be able to meet the following specifications: • Vehicle must be capable of transporting 600 kg (1300 lbs.) of equipment and hazardous chemicals. • Vehicle must be available on no more than three (3) days' notice to load the equipment and hazardous chemicals in the Dulles (D.C.) area. • Vehicle must be available to transport the equipment and hazardous chemicals (departing) immediately following loading from the Dulles area "non-stop" to the site selected by the OPCW. Non-stop is interpreted to mean an average speed of 50 miles per hour, which allows for breaks, fueling and associated traffic. • Must be insured • Must be bonded • Must have demonstrated efficiently operated transportation and delivery system RESPONSES 5.1 Interested parties are requested to respond to this RFI by addressing the items outlined in section 4.1 and include any additional questions and comments. 5.2 Responses are due no later than August 16, 2017, 11:00 AM EST. Please group questions and comments under number and section. Responses shall be limited to 4 pages and submitted via e-mail only to stephanie.kelly@nist.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5.3. Responses shall provide administrative information, and shall include the following: A. Name, mailing address, phone number, fax number, and e-mail of designated point of contact. B. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 484121, General Freight Trucking, Long Distance, Truck loads "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $27.5 million dollars in annual receipts. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions may apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide short notice, non-stop delivery of Sampling and Analysis equipment for Inspections under the Chemical Weapons Convention (CWC). The information provided in the RFI is subject to change and is not binding on the Government. The Department of Commerce has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
