- REQUEST FOR INFORMATION FOR CERTIFICATE IN BUSINESS MANGEMENT TRAINING This Request for Information (RFI) is being conducted to identify higher education learning institutions offering curriculum leading to a Certificate in Business Management that are willing to pursue an opportunity to provide such curriculum to Tobyhanna Army Depot (TYAD) employees on-site at TYAD during customary business hours. This Request for Information (RFI) is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Institutions responding to this RFI are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the RFI, should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. Government Requirements Institutions must be capable of providing and meeting the following requirements: The institution must be able to accommodate all training to include, but not limited to, all instruction, instructors, handouts, books and learning materials for each employee in the program. All instruction shall be live "face-to-face" instruction. Training via video-teleconference or any other method of distance learning including computer-based training is not permissible. Classroom facilities and information technology equipment will be government furnished as follows: - Classroom with seating and tables accommodating a student count not-to-exceed 15 - Projection system, white board, dry-erase markers and board cleaner - List information Technology equipment and its limitations.... The provider shall be an accredited college or university as determined by the Middle States Commission on Higher Education offering a program conferring a Certificate in Business Management. The duration of the program designed to confer a Certificate in Business Management shall not exceed three (3) calendar years from commencement of the initial course through conclusion of the final course. The government anticipates soliciting the requirement on a competitive basis with notional stepladder pricing on a firm fixed price (FFP) basis as follows, or similar. # of students represents those participating in a cohort in pursuit of a Certificate in Business Management. - $X (proposed price) for a range of 1-10 students - $X (proposed price) for a range of 11-20 students - $X (proposed price) for a range of 21-30 students The requirement may be solicited as a multiple year contract with ordering of separate cohorts at the government's discretion based upon student demand and funding availability for a period of up to five (5) years, with performance under the contract extending for upwards of an eight (8) year period. Requested Responses Respondents shall provide the following information in response to the RFI: - Identity or identities of body(ies) that have provided accreditation to the respondents higher education learning institution - Date upon which the institution began offering a Certificate in Business Management program, or equivalent, and the number of students that have since completed the program and conferred certificates - Itemized list and description of curriculum encompassing Certificate in Business Management program - Institution's experience providing formal instructor-led training to accomplish business instruction at a government or private customer location. If applicable, include a brief description of the curriculum and any degree or certificate conferred. Also, provide the name(s) of the organizations supported with individual points of contact with contact information. - Identify constraints and conditions your institution feels the government would need to consider to attract institutions to pursue the government's aforementioned requirement for on-site live "face-to-face" instruction leading to the conferring of a Certificate in Business Management within three (3) calendar years - Provide the following Business Information for your institution: • Name: • Address: • Point of Contact: • CAGE Code: • Phone Number: • E-mail Address: • Web Page Address: • Registered in System for Award Management (SAM) (Yes / No) • Specify whether your company is a U.S. or foreign-owned firm. - North American Industry Classification System (NAICS) Code: - Identify a representative to support further Government inquiries and requests for clarifications of the information provided. - E-mail your response to: gregory.j.myers.civ@mail.mil. E-mail response is requested no later than 21 Aug 17. Potential Offeror Capability Briefings: A focused-capabilities briefing may be requested. The Government may contact you should it be determined that a capabilities briefing is needed. Caution to Respondents: Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Institutions responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any institution or individual for any expense associated with preparation or participation in this market research.
