- This is a Pre-solicitation Notice for Repair work under NAICS Code 238990 “ Other Heavy and Civil Engineering Construction. This notice does not constitute a Request for Proposal, Request for Quote, an Invitation for Bid or a commitment on the part of the Government to award a Contract or to pay for any costs incurred as a result of replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose. 1. BIDS: Bidders shall comply with the Instructions to Bidders and Solicitation, Offer and Award (Construction, Alteration, or Repair)(Standard Form 1442) in the preparation of bids. 2. PUBLIC OPENING OF BIDS: Bids will be publicly opened at the time set for opening in the invitation for bids (IFB). Their content will be made public for the information of bidders and others interested, who may be present either in person or by representative. All bidders who do not have gate access to Commander Fleet Activities (CFA) Chinhae must send the IFB and necessary documents via a courier which has access to U.S. Naval Base Chinhae before the bid opening date. Using by Korean Postal Service is not recommended. IFB shall be sent to: Facilities Engineering Acquisition Division (FEAD) Chinhae Building #613 (Attn: Ms. Song, Yon-Chong) PSC 479, FPO AP 96269-1100 This public opening of bids will be conducted in FEAD Chinhae. Contractors planning to attend the public opening in Chinhae are required to e-mail the attendees name and company name to yon.chong.song.ks@fe.navy.mil 5 working days prior to the bid opening date. The location for the bid opening will be provided via email. 3. BIDDERS QUALIFICATIONS: Before a bid is considered for award, the bidder may be requested by the Government to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial resources, and such other information as may be required to evaluate the bidders responsibility. 4. LOCAL SOURCE RESTRICTIONS: This solicitation is intended only for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Korea. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Korea Status of Forces Agreement. 5. PROJECT DESCRIPTION: The scope of work includes removal and repair work of the artificial turf ground at the multi-purpose field at CFA Chinhae, Korea. The specifications and drawings will be available at the time of the solicitation. 6. SAM REGISTRATION: Contractors must be registered in the System for Award Management (SAM) database to be eligible for award. For more information please go to https://www.sam.gov/sam/ 7. REPRESENTATIONS AND CERTIFICATIONS: Bidders shall complete electronic annual Representations and Certifications in the System for Award Management (SAM) database at https://www.sam.gov/ 8. Offers shall be priced only in Korean Won. 9. The solicitation will be issued on or about 04 August 2017. Proposals will be due on or about 04 September 2017 at PWD Chinhae, Korea at the time specified in the solicitation. 12. Offerors can view and/or download the solicitation at https://www.fbo.gov/ and https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the NECO website for any posted changes.
