- RFQ The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to solicit for the procurement of hardware and software for a Spherical Array noise source identification system to support the CTF test site. It is the Government's intention to award a firm-fixed price contract, utilizing other than full and open competition, to Bruel & Kjaer North America, Inc., IAW FAR 6.302-1, as only Bruel & Kjaer North America, Inc. can meet the Government's requirements. Please note, the RFQ is being issued in accordance with the provisions outlines in FAR Part 12. It is available electronically through the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov. No CDs or hard copies will be provided. The closing date for receipt of response is Thursday, 3 August 2017, at 12:00 pm EST. Response shall be submitted electronically to david.rhoads@navy.mil. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All questions must be submitted in writing to david.rhoads@navy.mil.
