S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, Historically Underutilized Business Zone Small Business (HUBZone SB), Service-Disabled-Veteran-Owned Small Business (SDVOSB), or Woman Owned Small Business (WOSB) concerns that may be interested in and capable of performing the work described herein to obtain national communications and media support services. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit its Corporate Capability Statements that demonstrate its ability to accomplish the goals of the proposed project successfully as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. NHTSA will not acknowledge receipt of responses; and NHTSA will not conduct a formal evaluation of the information received. NHTSA may however at a later date issue a request for proposals. However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. The U.S. Department of Transportation, National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. NHTSA desires a contract to obtain national communications, marketing, advertising and media support services. The projected period of performance for this contract is a 24-month base period with 3, 12-month base option periods. The anticipated award date is April 1, 2018. The current contract, DTNH2213D00280L, is an Indefinite Delivery Indefinite Quantity (IDIQ), Time and Materials (T&M) contract awarded to a small business concern. NHTSA expects this new action to remain within the small business arena; however NHTSA will base its final determination on the results of its market research. NHTSA anticipates awarding task orders under this contract on a Time and Materials or Cost Plus Fixed Fee (CPFF) basis. Background: The National Highway Traffic Safety Administration is an agency within the U.S. Department of Transportation. NHTSA's mission is to save lives, prevent injuries, and reduce traffic-related deaths and economic losses resulting from motor vehicle crashes. NHTSA accomplishes this by: •· Setting and enforcing national safety performance standards for motor vehicles and equipment; •· Researching and demonstrating promising strategies to influence positive traffic safety behaviors; •· Providing grants to state and local governments to enable these entities to conduct local highway safety programs; and •· Planning and executing strategic communication campaigns to support program activities. The resultant contract shall focus on planning and executing communication, advertising and marketing activities to support promising strategies to influence positive traffic safety behaviors and to support behavioral program activities. NHTSA's behavioral communications, advertising and marketing strategies use an integrated approach to meet its objectives. This integrated approach includes reviewing traffic safety data to identify relevant target audiences, market research, advertising, media relations, materials development, partnerships, and evaluations. Highly visible law enforcement activities will continue to be the anchor for NHTSA's national communications programs. However, other communication activities must continue throughout the year to keep the message fresh and in front of the American driving public. Consistent and continual reminders of the horrific human and economic costs of motor vehicle crashes must be developed. Effective communication must be maintained with the target audiences. Capabilities: The resultant contract objective is to provide timely, efficient, effective, and expert marketing, public relations, and advertising support to NHTSA's national communications efforts. Communications supports the management, development, and implementation of efforts to increase national seat belt usage, impaired driving prevention, distracted driving prevention campaigns and other traffic safety programs. Other traffic safety programs may include drugged driving, child passenger safety, teen driver safety, speed, drowsy driving, heatstroke, pedestrian, motorcyclist, bicyclist, school bus transportation, and older driver safety programs. A key element of the resultant contract includes developing culturally appropriate and sensitive communications materials, in particular to support the national seat belt usage, impaired driving prevention, distracted driving prevention campaigns, especially for Spanish speaking populations. Mandatory Requirements: NHTSA determined the following requirements are essential in the successful implementation of the resultant contract. NHTSA identified these requirements as a result of many years of conducting similar efforts. The successful Offeror must: •1) Have sufficient financial resources to incur large costs on behalf of the resultant contract until the Government provides reimbursement; Throughout the term of the resultant contract, NHTSA may receive statutorily-mandated advertising (SMA) funding for specifically-defined advertising campaigns. In previous awards these campaigns included seat belt usage, impaired driving prevention, distracted driving prevention, and highway/rail grade crossing campaigns. Costs associated with SMA funding can be substantial. During the period June 1, 2015 through May 31, 2016, the Contractor invoiced the Government 18 times. The average invoice $1,602,483. The invoices ranged from a high of $5,041,802 to a low of $669. NHTSA anticipates that a Net 15 clause will be included in the resultant contract. SMA requires that 100 percent of the funding be used to secure advertising airtime and/or to secure print/internet advertising. Some SMA funds may be used to develop and produce campaign advertising with prior NHTSA approval. No SMA funding may be diverted to pay for any cost (either direct or indirect) nor may any SMA funding be retained by the Contractor as fee or profit. •2) Be located or have a permanent staff located within the Washington DC metropolitan area with the ability to participate in in-person meetings with NHTSA personnel when required and sometimes on short notice (If the Offeror does not have an office located in the Washington DC metropolitan area, it will be required to meet this requirement within three months from date of award); •3) Demonstrate successful experience recommending, planning, and executing national media buys in television, radio, social media, online and digital mediums; •4) Demonstrate a clear understanding of NHTSA's mission and the importance of how an integrated approach of communications and marketing strategies play a critical role to meet and enhance that mission; •5) Demonstrate successful past performance experience and understanding of communicating traffic safety issues on a national level to targeted and general audiences; and •6) Demonstrate successful media and advertising experience and the ability to plan, conduct, and analyze market research to plan, develop, and implement national strategic communications activities and programs. General Requirements: NHTSA identified the following general requirements and considers these requirements important to the success of the resultant contract. Please note this list of general technical requirements may not be all inclusive. The successful Offeror must: •1) Provide technical assistance to NHTSA to develop and promote traffic safety communications to reduce crashes, injuries and deaths to English and Spanish speaking populations. The Offeror's demonstrated expertise must include the ability to: conduct market research, develop creative assets, understand the use of multimedia platforms that include television, radio, digital, social media, print, outdoor, mobile, and online; develop, review, and/or evaluate media plans; develop communication strategies and tactics; use social media; and develop collateral materials to support state/local campaigns. •2) Demonstrate knowledge and experience in developing national media buys for television, radio, digital, social media, print, outdoor, mobile, and online. The Offeror shall plan for each cycle of paid advertising and, once NHTSA approves the plan, place the advertising. Media buys support national high visibility enforcement campaigns to increase seat belt use, and decrease impaired and distracted driving. NHTSA anticipates that a minimum of four national media buys will be conducted during the period of performance and that each buy shall run approximately 7 - 15 days. •3) Demonstrate experience and proficiency with Federal Office of Management and Budget (OMB) regulations to obtain approval for federally-sponsored data collections as required by the Paperwork Reduction Act. •4) Have the ability to develop and deliver 508-compliant earned media materials in English and Spanish. This earned media will support NHTSA's traffic safety initiatives and priorities (seat belts, impaired driving, and distracted driving) and other campaigns including drugged driving, child passenger safety, heatstroke, speed, teen driver safety, motorcycles, pedestrians, bicycles, school bus transportation, older drivers, drowsy driver safety programs and other traffic safety initiatives that NHTSA may identify. Earned media materials may also support traffic safety demonstration projects for NHTSA's ongoing traffic safety efforts. •5) Ability and experience to refresh existing advertisements and develop new advertisements for NHTSA priority areas and emerging highway safety issues. •6) Ability to acquire video and photography services, and plan and execute video and photo shoots necessary to carry out NHTSA programs and campaigns. The Offeror shall manage all talent rights/fees for existing and newly created assets. •7) Have expertise and skill to adapt existing materials into culturally-appropriate language and create new materials that positively resonate with targeted populations, and meet the guidelines set forth by the American Translators Association. •8) Have technical expertise to plan and conduct national strategic communications forums and trainings. •9) Produce and submit reports that provide well-organized and detailed analysis of NHTSA campaigns and demonstration activities. •10) Conceptualize, coordinate, and conduct onsite communications and marketing training for NHTSA staff on the latest industry trends relevant to ongoing outreach efforts. •11) Have technical expertise to develop and program digital content using the Drupal content management system to support www.nhtsa.gov and www.trafficsafetymarketing.gov. Notice of Intent This Sources Sought is not a request for proposals or for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. The Government will consider all responsive capability statements received by the close of this notification. Please note that capability statements must explain how a party intends to meet NHTSA requirements listed in the notice. For example, capability statements that do not explain how a party has sufficient financial resources to incur large costs on behalf of the resultant contract until the Government provides reimbursement are not responsive to this notice. Moreover, if a firm does not have an office located in the Washington DC metropolitan area or cannot establish an office within three months from date of resultant contract award are also not responsive to this notice. Format of Corporate Capabilities Statement Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this Sources Sought Notice. NHTSA must receive a firm's Corporate Capability Statement no later than 10 calendar days from the date of publication of this notice.
