- Binding Price Schedule Task Order PWS Past Performance Questionnaire Offeror’s Relevant Experience Form RFP W9127N-17-R-0023 The US Army Corps of Engineers - Portland District will solicit a Request for Proposals (RFP) to acquire Master Planning services. This requirement will be satisfied through commercial item competition procedures to establish an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The MATOC pool will consist of no more than three responsible small businesses. The MATOC pool will have a maximum capacity of $5,500,000.00. Firm-Fixed-Priced (FFP) task orders (TO) will be competed amongst MATOC pool members over the three year life of the IDIQ. Work locations will be within U.S. Army Corps of Engineers (USACE) Portland District (NWP), Seattle District (NWS), and Walla Walla District (NWW). The awarded Contractors shall have the technical expertise in producing large scale regional watershed Master Plans, preparing and producing the National Environmental Policy Act (NEPA) documents and other documents related to environmental and cultural/historic compliance. The Contractor shall also have experience with large regional public, stakeholders, and tribal outreach programs to obtain public comments and responses. These types of documents address and analyze water and related land resource management activities to identify the recreational, cultural and natural resource needs at USACE water resource development projects. These documents are used for USACE to develop Operations and Management Plans (OMP) of project facilities and lands.
