- The purpose of this Amendment is to answer a vendor's question regarding if the Non-Manufacturer Rule (NMR) applies to this requirement for Ergonomic Desks and Accessories? ANSWER: The Government does not yet expect this requirement to exceed the $150,000 threshold indicated in 13 CFR 121.406 as revised on 7/29/2016. Therefore, the Non-Manufacturer Rule does not apply given present information and the manufacturer of the desks and accessories can be from an ˜Other than Small ™ business as long as the distributor is a small business for the manufacturer NAICS. **All other terms and conditions of this RFQ/Solicitation remain unchanged.
