P17PS02151 SUPPLY, DELIVERY, & INSTALL WASTE TO ENERGY RECOVERY SYSTEM The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (KALA- Purchase Waste to Energy Recovery System), your socioeconomic status, for example, 8(a), HubZone, Service Disabled Veteran, Woman Owned Small Business (WOSB), Economically Disadvantage WOSB, Small. Your email capability information must not exceed 6 pages and be specific to the description of the project in this notice. Provide customer point of contact information including email and telephone (i.e. contracting officers, project managers), descriptions of past projects (preferably recent and relevant projects), contract numbers, dollar amounts, time frame, duration, location and any other pertinent information. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. PROJECT TITLE: Purchase Waste to Energy Recovery System DESCRIPTION: The National Park Service, Kalaupapa National Historical Park (NHP) has a requirement for supply, delivery, installation, and commissioning of a novel waste to energy system for use at shore installations, large and small, close to urban centers and remote, isolated stations. The desired resource recovery system will allow Kalaupapa NHP to reclaim the energy resources from combustible materials, which are currently being discharged to landfills, while continuing to be good stewards of the environment. Kalaupapa NHP is located in an isolated setting midway along the north shore of the island of Molokai in the State of Hawai'i. The peninsula is a comparatively flat plateau of lava about 2-1/4 miles wide, projecting out from a 2,000 foot cliff and was formed by a small volcano, arising from Kauhako Crater, adjacent to the larger volcanoes that form Molokai. Molokai is located on the Pacific Ocean. Kalaupapa NHP is isolated from the rest of Molokai and no roads exist to connect it with other parts of the island. The airport is limited to small commuter plane service, and daily air freight deliveries. The annual barge delivery service is the only opportunity to ship bulk items for the year. The resource recovery system will be delivered to Kalaupapa NHP via this annual barge service, which usually occurs sometime in June/July and sails from Honolulu. The contractor will be responsible to coordinate and arrange for delivery of the system to the Young Brothers facility in Honolulu for shipment to the final destination at Kalaupapa National Historical Park (NHP), via the barge. The footprint of the system shall be no greater than 15' x 15' and the maximum height of the system shall be 10'. The Contractor shall supply the necessary support for the initial installation and commissioning of the system. Contractor shall provide classroom and/or hands-on training for the crew of maintenance workers and operators. Capabilities that firms are to address in their statement of interest: 1. Experience with logistical challenges working in remote locations not accessible by road. 2. Documentation that the contractor and any subcontractors possess all appropriate licensing requirements for the service being provided.
