- Presolicitation Notice The Department of Veterans Affairs, Network Contracting Office (NCO) 15 intends to release a commercial solicitation for Lawn Mowing/Snow Removal Tractors and a Zero Turn Mower for the St. Louis VA Health Care System, Jefferson Barracks Division. This acquisition shall be set aside for Service Disabled Veteran Owned Small Business (SDVOSB) under the North American Industry Classification System (NAICS) Code 333112. The size standard is 38.5 Million. All other details will be included in the Request for Quotation (RFQ), which will be released on July 20, 2017 with a deadline of July 24, 2017 NLT 10:00 AM CST. Questions and quotes shall be submitted via email referencing the solicitation number VA255-17-Q-0819 Tractors and Mowers in the subject line to yvonne.kittling@va.gov. All amendments, any other information pertaining to this solicitation, and answers to the submitted questions will be posted on the FedBizOpps website at www.fbo.gov. Only VA verified SDVOSBs in the VIP database (https://www.vip.vetbiz.gov/) will be considered for award and non-VIP verified firms will be considered non-responsive and ineligible for award. Contractor shall be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may access SAM at https://www.sam.gov.
