Solicitation Number: FA4600-16-R-0007 Contract Number: FA4600-17-D-0006 The primary objective of the C2SES III is to provide software engineering, system engineering, testing, integration, installation, security engineering, administrative and additional support tasks required to provide reliable, effective, and user-friendly net-centric capabilities contributing to the overall operations and maintenance of USSTRATCOM C2 capabilities for the Commander USSTRATCOM, supported Combatant Commands, Component Commands, and other authorized users with modernized mission critical communications and computer systems utilizing common integrated information and decision toolsets, applications and capabilities in a fully synchronized, net-centric information environment, necessary to maintain deterrence and, if required, dominate in conflict. The C2SESIII NAICS code is 541511, Custom Computer Programming Services, and the size standard is $27.5M. Award date was 20 July 2017 to Northrop Grumman Systems Corporation, with the obligation of Fiscal Year (FY17 - FY23) Operation and Maintenance and Research and Development funding in the amount of $98M. The location of performance is USSTRATCOM, Offutt AFB, NE 68113. The work is expected to be complete by 31 August 2022, 28 February 2023 including the 6-month extension. A Sources Sought Synopsis was posted to Federal Business Opportunities (FedBizOpps.Gov) on 2 November 2015 with seven Capabilities Packages received (two small businesses and five large businesses), the Performance Work Statement was posted on 26 May 2016, twenty-one contractors attended the Industry Day held on 9-10 June 2016 in Bellevue, NE, Sections L and M were posted on 1 June 2016. The draft Request for Proposal (RFP) and attachments were posted on 30 September 2016. Questions and Answers were accepted and responses were posted throughout the solicitation process, and the RFP was posted on 4 November 2016 with a proposal due date of 5 December 2016; one offer was received.
