Description
This Federal Business Opportunity (FBO) notice amendment provides an update to the status of solicitation W15QKN-15-R-0240 issued by the Army Contracting Command - New Jersey (ACC-NJ), on behalf of Precision Fire Rockets and Missiles Systems (PFRMS) Project Office. This requirement is for the production of M270A1 Improved Armored Cab (IAC) for the Multiple Launch Rocket System (MLRS) Kits (hereafter referred to as IAC Modification Kits) for the Army. The Government is planning to update the Technical Data Package (TDP) and increase the potential quantity of IAC Modification Kits that could be obtained under a contract awarded under the terms of solicitation W15QKN-15-R-0240. This change will not be finalized for a few months from the date of this FBO Notice. At this time the solicitation will remain a small business set-aside. The details for re-submission of a proposal with updates and_or submission of a new proposal will be provided in a FBO notice closer to the date of the release date of the planned TDP update and the planned quantity change amendment to solicitation W15QKN-15-R-0240. This notice is provided as information only and does not change any of the current solicitation requirements and does not obligate the US Government to make any change to the current solicitation requirements. Please submit your questions to Contract Specialists Catherine John-Angle at email address catherine.e.johnangle.civ@mail.mil and John Hynes at email address john.w.hynes2.civ@mail.mil A.1 The Army Contracting Command - New Jersey (ACC-NJ), on behalf of Precision Fires Rocket and Missiles Systems (PFRMS) Project Office, has a requirement for the Production of M270A1 Improved Armored Cab (IAC) for the Multiple Launch Rocket System (MLRS) Kits (hereafter referred to as IAC Modification Kit) for the Army. The MLRS requires system updates to remain viable and supportable after thirty years of being in service. Recent developmental efforts to accomplish this objective are concluding, leading to this acquisition plan for production of a major update to the system - the IAC Modification Kits. The IAC Modification Kits provide the Department of Defense (DoD) with an increased level of crew protection by replacing the armor surrounding the crew to meet ballistic protection requirements, provide blast protection seating, enhances the transparent armor and reduces training requirements for the crews by providing more commonality between the MLRS and High Mobility Artillery Rocket System (HIMARS). A.2 The United States Government (USG) intends to award a Firm Fixed Price (FFP) Base Year plus Four (4) one (1) Year Option Periods contract to cover FY17-FY21 Army IAC Modification Kits Production Verification Testing and production of IAC Modification Kits and Associated Spare Parts Kits. The contract will have a Period of Performance of five (5) years with a potential of 181 IAC Modification Kits and Associated Spare Parts. A.3 As part of the solicitation process the Government will make available the Technical Data Package (TDP) for the IAC Modification Kit in Adobe Portable Document Format. This TDP (Section J ATTACHMENT 0001) is categorized as Distribution D and contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDP to all Subcontractors at every level. Pursuant to limitation of Distribution D the IAC Modification Kit TDP is restricted to the Department of Defense and U.S. DoD contractors only. As part of the solicitation process the Government will make available the M270A1 Improved Armored Cab (IAC) Modification Kit Drawing Tree (Section J Attachment 0010) in Adobe Portable Document Format. This Attachment is categorized as Distribution D. DISTRIBUTION AUTHORIZED TO DOD AND DOD CONTRACTORS ONLY. REASON: ADMINISTRATIVE OR OPERATIONAL USE; DATE OF DETERMINATION: 15 SEP 11. OTHER REQUESTS FOR THIS DOCUMENT SHALL BE REFERRED TO THE U.S. ARMY AVIATION AND MISSILE COMMAND, PFRMS PROJECT OFFICE, ATTN: SFAE-MSLS- PF-PDT-DM, REDSTONE ARSENAL, AL 35898-8000. EXPORT CONTROL ACT WARNING: WARNING-THIS DOCUMENT CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, U.S.C., SEC 2751, ET SEQ.) Distribution authorized to U.S. Government agencies and their contractors for Administrative or Operational use on Precision Fires Rocket and Missile Systems products, 24 January 2014. Other requests for this document shall be referred to Product Assurance Chief of the Precision Fires Rocket and Missile Systems Program Office. As part of the solicitation process the Government will make available the Physical Configuration Audit (Section J Attachment 0018) in Adobe Portable Document Format. This Attachment is categorized as Distribution D. DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only; Reason: Administrative or Operational use; Date of determination: 10 Feb 16. Other requests shall be referred to the PFRMS Project Office, ATTN: SFAE-MSL-PFE, Redstone Arsenal, AL 35898-8000. EXPORT CONTROL ACT WARNING: WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. A.4 Only interested parties who have completed and signed (by an authorized representative of the interested parties' firm, organization, etc.) the following solicitation Section J attachments : 1) AMSTA-AR Form 1350 Technical Data Request Questionnaire (Attachment 0002); 2) Militarily Critical Technical Data Agreement Form DD 2345 (Attachment 0003); 3) USG Non-Use and Non-Disclosure Agreement (NDA) (Attachment 0004); and 4) IAC Modification Kits Safe Site Limited Distribution Document Request Form (Attachment 0006) will be able to receive a copy of the 1) TDP (Attachment 0001); 2) M270A1 Improved Armored Cab (IAC) Modification Kit Drawing Tree (Section J Attachment 0010); Parts Management Control Plan (PMCP) for the IAC Modification Kit (Attachment 0011) and 4) Physical Configuration Audit (Section J Attachment 0018). These completed and signed Section J Attachments 0002, 0003, 0004 and 0006 forms MUST be returned via email to: catherine.e.johnangle.civ@mail.mil; john.w.hynes2.civ@mail.mil; gherin.fracasso.civ@mail.mil. Interested parties should also note the complete 1) TDP (Attachment 0001); 2) M270A1 Improved Armored Cab (IAC) Modification Kit Drawing Tree (Section J Attachment 0010); Parts Management Control Plan (PMCP) for the IAC Modification Kit (Attachment 0011) and 4) Physical Configuration Audit (Section J Attachment 0018) should be reviewed and used in proposal preparation when responding to solicitation W15QKN-15-R-0240. A.5 At the conclusion of the solicitation process, interested parties in receipt of data covered under the NDA will be required to complete the Limited Distribution Documents Certificate of Destruction (COD)(Attachment 0005 of the solicitation) notifying the USG that all licensed date covered by the NDA and received by the interested parties have been destroyed. The COD must be emailed to the email addresses referenced in paragraph A.4 no later than fourteen (14) calendar days after receipt from the USG of an unsuccessful offeror letter or no later than fourteen (14) calendar days after the solicitation closes and the interested parties did not submit a proposal in response to the solicitation. Copies of CDs, Digital Copies to Hard Drives/Thumb Drives/Server Drives/etc., and Paper Copies must be destroyed by the interested parties and or their subcontractors/vendors/etc. at any sublevel to the interested parties within the fourteen (14) calendar days period referenced in this paragraph.
