Description
It is the intent of the U.S. Army Medical Research Acquisition Activity on behalf of Walter Reed Army Institute of Research (WRAIR), Veterinary Services, to negotiate a contract with Lovelace Biomedical & Environmental Research Institute (LEBRI), 2425 Ridgecrest Drive, Albuquerque, NM on a sole source basis for the provision of proprietary software licensure, maintenance and on-site support of the LBERI Animal Management System (AMS) software in place at WRAIR. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. LEBRI has proprietary rights to the AMS software application that has been in place at WRAIR for five (5) years. The AMS software manages the Institutional Animal Care and Use Committee (IACUC) protocols and review process, tracks approved animal numbers, creates animal cage cards, compiles data for annual reports, maintains medical history of animals, records procedure proficiency levels, manages personnel training status, provides on-site support personnel and meets the requirements to be certified under the Defense Information Assurance Certification and Accreditation Process (DIACP) for use on the Department of Defense (DoD) network. The estimated period of performance for this acquisition is a base year with four (4) option years for a total of five (5) years. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible, interested parties may identify their interest by submitting capability information by Tuesday, 1 August 2017 at 3pm EST in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government; information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with responses to this notification. A solicitation is not available.
