Description

The Department of Veterans Affairs, Network Contracting Office 7 located in Charleston, SC intends to issue a sole source firm fixed priced contract to Diagnostica Stago, Inc., 5 Century Drive, Parsippany, NJ 07054-4607. The vendor will provide clinical coagulation analyzers for plasma testing, to include: prothrombin time (PT), activate partial thromboplastin time (APTT), fibrinogen using a mechanical clotting method, and D-Dimer testing, using an optical method at the Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401-5703. This requirement will be sole sourced due to the fact that the majority of testing on the instrumentation is not affected by lipemia or hemolysis of samples because of mechanical clotting methods, which are unique to the vendor and not available on all coagulation instruments in the marketplace. It has been determined that the current vendor, Diagnostica Stago, is capable of providing upgraded instrumentation to replace equipment that exists inside the laboratory. Due to current staffing levels, additional training on new instruments is not a viable option. Diagnostica Stago, Inc. is also the only vendor that provides annual lot conversion testing on-site through the Regional Support Specialist, which provides considerable time savings to the facility. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), soliciting from a single source. The NAICS code utilized for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with a Small Business Size Standard of 1,000 Employees. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 3:00 P.M. EST, July 25, 2017 to: steven.bentley@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
