Solicitation Number: W912JB-17-B-4006 Restrictions: Competitve 8(a) Small Business Title: This requirement contains the following line items: 1. VGLZ 162013 Replace Highmast Airfield Parking Ramp Luminaire / Obstruction Lighting 2. VGLZ 172029 "Structure Equipment Grounding, Bonding, Shielding and Lighting Protection for Building 3561, 3562, 3556, 3557 3. VGLZ 172030, Replace Taxiway Signs Location: Selfridge Air National Guard Base, MI 48045 (Macomb County) Issue Date: Tentatively 6 August 2017 Pre Proposal Conference and Site Visit: Tentatively 14 August 2017 10am Closing Date: Tentatively 6 September 2017 12pm Award date: Tentatively 26 September 2017 Runway Electrical Upgrades- Selfridge Air National Guard Base, Michigan. The purpose of these projects is to upgrade the lighting, lightning protection, and signage on the Selfridge Air National Guard Base flight line. The projects magnitude is between $250,000.00 and $500,000.00. This requirement will be 100% set-aside for 8(a) Small Business concerns IAW the FAR Clause at 252.219-7010 and the 22 March 2017 Memo signed by the SBA and National Guard Bureau regarding a Temporary Waiver of 8(a) competition below the Competitive Threshold of 4 million dollars. Offers from other than 8(a) Small Business concerns will not be considered. For Small Business information please see http://www.sba.gov/. The following NAICS code 238210 will apply with the Small Business Size Standard of $15 Million. This project will be awarded as a firm-fixed price contract. The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government considering price and price related factors. All information required for submission of an offer will be identified in the solicitation. Solicitation W912JB-17-B-4006 information will be advertised electronically on or about 6 August 2017 at https://www.fbo.gov/ with an anticipated award date of 26 September 2017. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available.
