Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB), Biophysics Section plans to procure on a sole source basis maintenance services for the Government-owned Tecani 12 electron microscope, serial number D261, which is manufactured by FEI Co., 5350 NE Dawson Creek Drive, Hillsboro, Oregon, 97124. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is eleven (11) months Sept. 1, 2017 through July 31, 2018. It has been determined there are no opportunities to acquire green products or services for this procurement. The Laboratory of Cell Biology (LCB) studies the processing, transport, and metabolism of proteins and small molecules related to malignant transformation, metastasis, and multidrug resistance in cancer. The LCB works on research projects related to molecular biology, genetics, biochemistry, structural biology, cellular regulation of cell growth and metabolism, resistance to anticancer drugs, and the physics of cell-matrix interactions. The Biophysics Section develops novel EM-based approaches to determine single molecule and multisubunit structures. The Biophysics Section's current research projects rely heavily on data from images produced in an automated fashion often around the clock by sophisticated electron microscopes such as the Tecnai 12, serial number D261 manufactured by the FEI Company. This machine makes it possible for the Biophysics Section to achieve consistent and reproducible results. The Biophysics Section is unable to meet its program goals if this instrument is not functional. Contractor shall perform maintenance services, including one (1) preventative maintenance inspection, telephone support, and emergency on-site service requests within forty-eight (48) hours of request for service on the Government-owned existing Tecani 12 electron microscope, serial number D261 which includes software upgrades as applicable during the contract period. The maintenance, including upgrades, shall be performed by technically qualified factory trained personnel with a minimum of three (3) years of experience servicing the specified electron microscope. The Contractor shall provide technical support hot-line number for telephonic trouble-shooting 24 hours a day, 7 days a week. This equipment is manufactured by FEI Co. Due to the electron microscope instrumentation being highly specialized; the maintenance and software upgrade work needs to be performed by original Equipment Manufacturer trained personnel. In addition, the software to control the instrumentation is only provided by the Original Equipment Manufacturer. FEI Co. is the only known source capable of providing the required maintenance services for the existing Tecani 12 electron microscope, serial number D261. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 8:00AM EDT, on July 31, 2017. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
