- MIS SPEC DRAWING-MIS 29071F The CMDS Project Office is conducting market research to determine if there are potential sources with the capability to provide Time Delay/Gas Generator Cartridges, (NSN: #014348436) and Umbilical Booster Charge Devices. Gas Generator Cartridges The function of the cartridge is to provide an electrically controlled time delay, after which an electrically initiated gas generating device is ignited. The gas generator emits a controlled burst of hot gas at high pressure, with little flame or igniting effect. This hot gas at high pressure is utilized inside the launch tube umbilical assembly to retract the umbilical from the missile at launch by creating an overpressure to push the umbilical down. The cartridge shall function properly with an input of minus 18.5 (plus 0.3, minus 0.0) volts at no greater than 3.5 amps direct current. The cartridge shall provide a 170 (plus 18, minus 10) millisecond time delay from application of voltage from the missile internal battery. This is to allow time for the missile battery voltage to stabilize prior to firing the umbilical squib. Without the time delay, the GGC could attempt to fire on a voltage spike during initial missile battery activation. Insufficient current available from the missile battery during initial battery activation could cause the umbilical squib to provide insufficient burning/pressure to properly disconnect the umbilical. The Time Delay / Gas Generator Cartridge specification is MIS-29071F. Umbilical Booster Charge Devices The umbilical booster charge device consists of installing one Boron Potassium Nitrate (BKNO3) pellet into cross-linked polyurethane foam. The BKNO3 pellet is cylindrical, 0.125 inches in diameter and 0.188 inches in length. The polyurethane foam is also cylindrical, 0.28 inches in diameter and 0.60 inches in length. The pellet cannot exceed a depth of 0.188 inches once completely installed. The BKNO3 pellet consists of explosive material (categorized as a DOD hazard class 1.4G explosive). The BKNO3 pellet crush strength, when tested IAW MIL-P-46994, shall be a minimum of 18.5g (axial) and a minimum of 8.0g (radial). Each umbilical booster charge device will be susceptible to environmental testing along with a Time Delay Gas Generator Cartridge (TDGG) at -40C, ambient and +60C. 18.5 Vdc will be applied through a 2.4 ohm impedance to TDGG cartridge terminals during environmental testing. Each TDGG with an umbilical booster charge exposed to this environmental test will be verified for compliance with the requirements of time delay, ignition, output pressure and operate time, and fragmentation. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes: (a) The Government will not pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the FAR. (b) Although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. The contractor will provide a total quantity of 4,906 Gas Generator Cartridges and Umbilical Booster Charge Devices across the base year and all option/ordering period years. The contractor will furnish all services, materials, facilities and equipment and provide all technical, planning, and managing efforts needed to produce the items. STINGER OVERVIEW The Stinger Block I missile is an advanced, "fire-and-forget", short-range, man-portable, air deense weapon system. It provides low-altitude defense for ground forces against attack or aerial observation by low-flying Unmanned Aerial System (UAS), Cruise Missile, Rotary Wing, and Fixed-Wing threats. The missile utilizes a high explosive, hit-to-kill warhead. Stinger can be fired from the shoulder or from a variety of platforms to include vehicles, helicopters and UAS.
