Description
The Naval Medical Logistics Command (NMLC) intends to negotiate a sole source contract under the authority of 41 U.S.C. 1901 with the American National Red Cross (ARC), 431 18th Street, Washington, DC 20006-5310, to provide blood products and reference laboratory testing on behalf of Naval Medical Center Portsmouth (NMCP). Blood products needed include packed red blood cells, apheresis platelets, fresh frozen plasma, cryoprecipitate, antihaemophilic factor, etc. Products are required on both a standard and emergent basis. Reference laboratory services include Zika virus testing, antibody screenings, cytomegalovirus testing, etc. Testing is required on both a standard and emergent basis. The Contractor shall provide test results via telephone/reports and consult with NMCP on test results, as needed. The period of performance is 01 October 2017 through 30 September 2022. Blood products and related services must be delivered timely and products must be free of defects in accordance with federal and industry standards per Food and Drug Administration (FDA) regulations and American Association of Blood Banks (AABB) standards. In addition, the Contractor shall comply with continuous Good Manufacturing Practices (GMP) as outlined by the International Society for Pharmaceutical Engineering (ISPE). The ARC is the only blood/blood product distribution service within a reasonable distance to NMCP that can provide products on an as needed basis in a timely manner ranging from routine requests of 4 hours to STAT requests of 1 hour. Additionally, the ARC has reference laboratory services on-site to provide non-routine testing of complex patient samples 24 hours a day and 7 days a week. The ARC is able to screen units for complex patients and provide suitable blood products for transfusion to NMCP in a timely manner to support patient care. Additionally, the ARC supports a transfer program that allows the Government to recover costs on products that potentially would not be used by transferring them to an alternate facility before they expire. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
