Description
Sources Sought: Manufactured Crew Seat Back and Pan Cores required for the United States Coast Guard (USCG) MH-65 Dauphin aircraft. This is not a request for quote or proposal. This sources sought is for market research/ information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This sources sought notice has been issued to survey the commercial market to identify possible sources for consideration. This notice is to assist the USCG in determining potential sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying Original Equipment Manufacturer (OEM) certified sources capable of manufacturing Crew Seat Back and Pan Cores, part number 108000-3 and 108000-4. The current seats and pan cores is designed and manufactured by BAE Systems. The USCG is looking to the open market for solutions that can improve delivery time and keep the USCG from having to ground an aircraft. Manufactured seat cores must comply with all applicable Federal Aviation Administration (FAA) regulations regarding aircraft seat core material and must be comply with related Federal Aviation Regulations (FAR) Sections: a. 25.853 (a) of Part 25- Compartment Interiors. b. Appendix F- Part I, of Part 25 - Test Criteria and Procedures for Showing Compliance with 25.853 or 25.855. c. 29.853(a) of Part 29- Compartment Interiors. d. 121.312 of Part 121- Materials for Compartment Interiors. Technical drawing(s) for the seat cores are not available, Non Ready for Installation (NRFI) seat core examples are available upon request. Seat cores will be manufactured and issued as Ready for Installation (RFI) in accordance with a Certificate of Conformance per Federal Acquisition Regulations (FAR) 52.246-15, examples provided, and by a First Article for Form, Fit & Function. Please respond to the following questions in additions to submission of your company's capability statement: 1. Is your business a large or small business? If small, define your company's socioeconomic classification. 2. Is your product listed on a GSA schedule? 3. Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? 4. If possible, any POC's for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate responses to any future announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Closing date and time for receipt of response is 25 July 2017 at 3:00 pm EST. Telephone responses will not be accepted. Responses should be submitted to Dawn.B.O'Connor@uscg.mil.
