- SYNOPSIS: Pre-solicitation Notice. The Bureau of Indian Affairs, Great Plains Region is requesting Architectural and Engineering qualifications from interested parties to design the demolition, renovation and replacement of multifamily quarter units at the Standing Rock Agency, located on the Standing Rock Indian Reservation, Fort Yates, North Dakota. Firms responding to this announcement must be in full compliance with licensing requirements. This Procurement is set aside for 51% Indian Owned and Controlled Firms under the Buy Indian Act, 25 U.S.C. 47, Section 7(b) of P.L. 93-638 (25 U.S.C. 450E) and requires that preference in award of subcontracts be given to Indian/Alaska Native economic enterprises. Indian firms providing SF-330 ¿s under this Act must certify they are eligible and meet the definition of Indian Economic Enterprise as defined in 1480.201 under the ¿Buy Indian Act ¿. The estimated cost range for this project is between $100,000 and $250,000. The estimated period of performance is 290 days after the Notice to Proceed is issued. This requirement will utilize NAICS Code 543110, Engineering Services. This acquisition is for architect-engineer (A-E) service, and is procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement and capability to perform the work identified in the Scope of Work are invited to submit: (1) a Standard Form (SF) 330 Architect-Engineering Qualifications, Part 1 and Part II and (2) any requested supplemental data to the procurement office shown. Policy Requirements. All Architect/Engineering Services are subject to provisions of Federal Acquisition Requirements (FAR) and all provisions of the Brooks Act, including fee limitations provisions. All firms will be required to be registered and keep registration current in System for Award Management (SAM.gov) and not appear on the Excluded Parties List System (EPLS). Selection Criteria. The Government will use an evaluation process in FAR 15 and 36 to review each of the following criteria for all submissions. Evaluation document attached. Submission Requirements. Interested parties that have the capability to perform the work in the attached Scope of Work may submit the 5 sets of the completed SF 330, Architect-Engineer Qualifications both parts 1 & 2 to the following address: Bureau of Indian Affairs, GPRO, Attn: Raelynn Her Many Horses, Contract Specialist, 115 4th Avenue SE, Suite 400, Aberdeen, SD 57401 by 3:00 P.M. CST August 17, 2017. This is a two-step process that will 1) evaluate your firm ¿s competency, qualification, and experience based on the SF-330, and if selected, 2) request a Firm Fixed Price proposal for the services requested. Upon evaluation and ranking of the written proposal, the BIA may require oral presentations at the site by the top two to three firms. The A-E firm must include a letter of Interest and address the contractual relationships with the A-E Team and its ability to manage multiple projects simultaneously. The A-E Team is required to have at least one registered or certified as applicable, professional in the state of North Dakota.
